Life Selection of School Text Books to Be Done On the Washington and Idaho Plan. The most Important committee appointed at session wu3 the ore to legislative the special revise the school laws of Oregon, most urgently needed It was n task and the coin- mltteo havo performed tho most Im portant service that this legislature will render the people of Oregon. The Joint commltteo of two setin tors and three representatives, to revise the school laws of Orcnon met at Porllund Nov. 17, 18 and 19. Edu cators and letfljlatora and others Inter ested from all over tho stato appeared before the committee to make sugges tions There vas also a laro amount of correspondence from all over the state embodying needed changes. County superitiUtidcnti, college profewin, State Superintendent Ir win, and Superlnteiidaut-Elect Ackertintti and 11 great many public tchool teachers, oillcers and patron of tho city of Portland. The commit tee went ull over tho existing school legislation and h.ivo mnde many needed changes In tho school laws. The question of Issuing TCAUUKKS UiSUIIFinATCS, and diplomas by county superintend ents, stato olllclals, and Normal schools was thoroughly shaken up and the laws will bo so changed, If the re commendations of the committee are enacted by the legislature, that Oregon paper In tho hands of u teacher will command respect at homo and abroad. THI2 TUXTHOOK QUESTION was the moit Important one before the commltteo and there seemed to be a universal demand for a change from the present system. Tho system Oregon has had fur twenty years past consisted of a law requiring textbooks for the entire stato lo be chosen for six years at 11 lime by a ballot taken of tho thlrtj-onc county superintendents and tho nine members of tho stato board of examiners. A majority of these forty persons, or 21 voles, adopted a textbook for six years.thcso persons choosing both tho book and llxlng the prlc which choice Is then mado binding upon tho ontiro state by a mandatory law compelling the State Board of Education lo entor In to a contract with tho publishers of the textbooks chosen, Under this law, if a textbook monopoly, trust or com blnatlou, could control the appoint ututof tho state board of examiners, they only needed twelve county super intendents out of 31 In the state to carry their .slate, and It is a remark able fact that tho list of textbooks adopted six yean ago received exactly 21 votes, aud thoy were nearly all American Ijook Co. publication, aud It Is well known that Oregon lays 20 per cent tuoro for textbooks than Washington aud 40 per cent more than Idaho for all textbooks und fur some of tho same books.
