The Republican organs arc finding much tribulation In the attempt to explain away the splendid record made by the Fusion, or Demo-Pop, or Three-Headed- Dog administrations In the states which have been so In sane as to kick out the party of prog ress, prosperity and grafts. The record made In the State of Washington Is a very bitter pill in deed; for there the Republicans were running the state In debt at the rate of 81200 a day, and the Fusion Social istic cranks and rcpudlators have been running her out again at the rate of $1000 a day. Now the g. 0. p. organs are crying that there will bo some deficiency bills to come before the next Washington legislature. Let them come. A saving of $2200 a day for a couple of years will enable the officials to meet several little defic iency bills and still -keep their war rants at par; to which par,by the way, the warrants were raised by tho In competent Fusion hay seeds, from the 10 per cent discount whore they were left by thoyartyof intelligence and progress. It seems that tho samo kind of an archistic mania has characterized the work of tho I'opo-Dcmocratlo admin istration In Nebraska (whore Win. J. Dry an lives when he Is at homo)and,as In Washington, the Republicans are making tho claim that It Is because, undor tho Dlnglcklnlcy deluge of prosperity, tho people hayo paid their taxes more promptly. Again, the fees paid out have been $10,000 per year lc?s, nnd the expense of collecting the taxes has been $14, 000 per year less, under the party of free silver heresy than under thepaity of intellect and financial soundness. Further, the amount of the 0 Ulcers fees paid Into the state treasury dur ing the first seventeen months of 'the Demo-Pop regime were $53,895.07 more than during the entire two pro ceeding years under the party that never breaks a pledge except when convenient. Finally, tho general expenses of the Demo-Pop state government for the year ending April 1, 1898 was $502, O14.0S less than that of the Republi can state government for the year ending April 1, 1890-a saving to the people of $1,377,11 per day. Now, while woOrcgouiuns ruminate on these facts, let us give thanks to Haul that we didn't let tliU state fall into any such populistlc slough of despond last June. Let us glyo thanks that tho usual farcical whitewash committee will spend tho people's money like water In conducting per fuuetory investigations that don't Investigate and that wont disturb tho old ring management of our state treasury as asldcshow of the banks. Not that the people aro I neap iblo of good gov ernment but that they aro easily de ceived, misled, and only Jearn In the dear school of experience and then but very slowly. The glitter or tho household word Republican, the talk about prosperity, about upholding tho flag, all of which has nothing to do with tho business of good local government, wlll.stampede thousands of honest well meaning citizens Into ubandonlng the cause of reform and helping to reinstate In Washington the hordo of hungry, half-starycd parasites who masquerade as patriots and howl for tho Republican purty for what there Is in It. And Nebraska ditto. log tbey did, what pay did thoy take ? The superintendent of the railway mall service reports the rate for July 1, 1897, at $34,754,743. The inference sserus fair that railroads took just about $170 fof every ton of mall mat ter they cameo. For a ton or com mon freight they took about a dollar. The entire cost or handling a ton of express matter, including transporta tion, terminal expenses and divi dends, Is lees than $30, us ilic census ot 1890 shows. We pay aboutas much for railway mall transportation as the rest of tho world combined. For every pound or mall matter carried by rail, the roads got about 8 cents." From this It Is readily seen where the deficit comes from. The govern ment takes second class matter for onecent per pound, and the profits on the first, third and fourth classes do not quite make up fur the loss on the second. BOISE WAS ELECTED. Rut why should the government pay the rallroids such an enormous freight as $170 per ton ? If tho roads em carry express matter f jr $30, or less, per ton, why can they not carry mail matter for a great deal less than $170? To the casual observer the mall car docs not look much more ex pensive than the express car; neither docs It look as though It would haul anywhere near six times as hard; nor Is It blown up by train robbers nearly so often. What Is the solution or the mystery ? The Journal Is no antl-rallroad agitator. It is customary, nowadays, for corporations and others to take everything In sight; and it seems that we are eyen liable to adopt that policy as a nation. Rut we can not, at the samo time, consistently adopt the policy of nnn resistance; and If the railroads arc charging an exorbitant price for carrying tho malls, wouldn't It be better to cut down their pay than to cripple the etllclency of the post olllce department ? Some of the "organs" say that the Flllpplnos are "a horde of barbarians vno wouia rattier ngiit inancat;" so wo ought to annex the Philippines. Then they say that the Cubans arc a horde of barbarians who would rather cat than light; so we .ought to nnnex Cuba, lt'd a poor rule that won't work both ways. American Kerosene sells in Horg Kong fcr $1.90 a case, according to the press dispatches. Here in Salem it sells for $2,20 a case.
