The reported intention of the city
council to rule bicycles 0 IT all the side
walk's has aroused the wheelmen of
the city and they are making every
effort to bring about such a condition
of affairs that they will be allowed to
retain their use. t A few boys and Ir
responsible persons arc eauslng the
trouble by their thoughtlessness, and
the great majority of wheelmen, who
use their wheels as a matter of con
venience In going to and from their
work, -arc trying to take such steps as
will Insure them the privilege or the
walks, and at the same time cause the
ordinance now In force to be obeyed.
A petition Is bolng prepared pledging
the signers to obey the -rules of the
city ordinance and praying the coun
cil to cause all other riders to do the
same, An organized wheelman's
union Is rumored, whose obect would
be to pledge Its members to obey the
law and use their Influence to have
otherss do so. No effort wll bo spared
by those who have undertaken to
remedy the evil to so change the ex
isting 'conditions asjto satisfy the
council that the-wliecllng fraternity,
of Salem, will use all duo caution and
thoughtfulness In order to retain the
use of the sidewalk.

and other lighthouses along the coast.
They met with no resistance. Indeed,

The warships now in this vicinity
arc the Montgomery, Annapolis, New
Orleans, Puritan and Amphltrlte.
The two former arc looking for the
troop transports which left theUnlted
States and have scattered all about
the Island. The Aunapolls rounded
up the Whitney, Florida and Raleigh
and they are at Cape San Juan.
There seems to have been a serious
mistake as to the rendezvous, ror no
twoshlpsgotto the same place, ana it
will take several days to locate them
and get them to Ponce, where General
Miles Is awaiting them.
Off San Juan the cruiser New
Orleans alone maintains the blockade.
The city Is grim and silent, but back
or her pillow walls there will be plenty
of determination and light when the
Americans open lire.
Captain-General Maclas has Issued
a proclamation, in the course of
which he says:
'Spain has not sued for peace, and
I can drive off the American boats
now, as I did Sampson's attempt
before."

Cavlte, Philippine Island, July
1, 1808.
We arrived here last night and was
very glad to get In port, although we
had a very nice trip and I enjoyed
myself line. I saw our gunlioat bom
bard FortSnitaCriueon the Ladrone
Islands, and wus present at the cap
tureof the fort and saw thestars and
stripes raised over the Islands. We
captured the governor and Ins olllclals
and took them, with GO soldiers as
prisoners. We aro anchored In the
harbor where Dewey sank the Span
isu lleet and wo can see the masts of
them sticking out of the water all
arouud us. There are United States
giic boats here for further orders.

ashore, but expect to go before long.
Everybody is, writing as the mall goes
this afternoon to Hong Kong and It

Henry West was drowned while bath
ing in the Umpquua. West crossed
the river once started back and
called for help. Putnam, his brother
reached him and held him up a while,
but could not save him.
Medford Hugo Von Der Helen,
who had one of his legs mangled in a
threshing machine Thursday, had
his leg amputated yesterday. lie
died from the shock last evening.

Thing, aged 70 years, a well-known
citizen, was on a scutTold assisting the
workmen, who were buildlg his new
house, when a brace of the scaffold
gave way, allowing him to fall a dis
tance of sixteen feet. lie struck on

skull, dying In about two hours.
