WHAT ABOUT IMPERIALISM ?
Shall wc hdopt the Imperialistic
policy? This question does not ex
actly coincide with the question of
territorial expnnslon, as many seem
to think who arc rushing Into the
"Imminent deadly breach," with
much sound and fury. There Is no
difference of opinion among the
American people as to the wisdom of
territorial expansion Itself. It is a
policy which we have always followed,
and whlsh we would all bs Rlad to
follow today "If the sign were right."
If Canada were ready to ask for an
nexation, we would welcome her with
open arms, and we would not stop to
ask "the aid or consent of my Eu
ropean nation," either. If Mexico
were peopled wlth'the same kind of
Inhabitants as Is .Canada, we would
accept her with equally vociferous
enthusiasm, though with her present
population we would not all be un
unlmously In favor of taking her In.
We would think twice before admit
ting nny of the South American
countries, but solely on account of
the character of the people. We
would be nearly a unit In favor of the
annexation of any of the West India
Island, whenever we can honorably
take that course. Dut there are still
some of us left who think that our
national honor ls at stake In some
other quarters besides In the payment
of 100 cent debts In 200 cent dollars,
"A decent respect for the opinions
of man kind," If .wc havs no respect
for ourselves, should preclude all talk
of the annexation of Cuba, at the
present time. Later perhaps, if the
people of Cuba, to whom we pledged
ourselycstoglve oyer the possession
and government of the Island, should
manifest u desire to come under the
stars and stripes, we would all be
glad to take her In.
Sofaras our precedents go, we can
expand until wc cover the whole
western continent and i In outlying
Islands, without doing violence to uur
traditions. But when It comes to the
annexation of Islands on the other
side of either the Atlantic or the Fa
ct He, that la another story. It Is an
entire departure from our heretofore
nettled policy. That Is not ot Itself a
fatal objection, by any Jmeans, but it
throws the "burden of proof" on tho
advocate of the policy. It must be
shown that it Is an Improvement over
tho course which we have followed
during allot our national life. And
after the general policy of free and
unlimited annexation Is shown to bo
wise, t will villi remain to bo shown
that it la wise In the particular In
stance of the Philippine Islands,
Up to date there has been brought
forward no good reason why we should
permanently annex the Philippines.

nation which was our friend and her

troops from Mexico, she ras only loo
glad to do it, for we had no enemy on
whom she could depend for assMance
In case of trouble. When wc recently
lud occasion to'call England down, in
the Venezuelan affair, she Immediate
ly came off her perch, grumbling but
obedient. She not only wanted to
retain our friendship but she knew
that In case of wir we would have
Irresistible backing from our faithful
friend and her sworn enemy, Russia.
Whenever wc commence taking
sides In European politics wo will
make two enemies for every friend
and, as a mere matter of policy, we
would better keep out of It. That
the adoption of tho proposed new
policy would Involve an alliance with
at least one European power, we' learn
from the adyocates rf the policy.
That power is England, and when
over we form an alliance with her wc
take a position of antagonism to the
only great and active power that
has always unfalteringly stood
our friend. Russia is already a power
In Asia and her lead Is Increasing.
The' Russian bear moves slowly and
he says nothing, but when he reaches
out for anything he takes it and he
holds it; and all the bristling and
roaring of the British lion, which in
variably ends in a back-down, dont
faze him In tho least. If we wish to
extend our zone of peaceful commer
cial Influence in Asia wc would better
keen on the right side ot the bear.

Cipt. Evans Tells How Santiago Was
Taken.

Rohley I. Evans, commanding the
Iowa, gives tho following ncount of
his ship's action during t ho tngngc

"U. S. S. lowa.off. Santiago tie Cuba,
July 4, 1803. Sir: I havo the honor
to make the following report of the
engagement with theS)uih oqiuul
ron off Santiago do Cub 1 on thc2nd of
J'lly:
The leading vcwl of the Spanish
squadron was sighted at 0::i0 coming
out of tho harbor. The position of
this vcspcI at the time was off tho
entrance of the harbor and Morro
ciitlc, bearing about znrth and dis
tant about three miles. Immediately
upon sighting the leading vessel the
order? were spread, and the Iowa
headed toward the leading Spanish
ship. About 0:40 the first shot was
fired from this ship at a distance of
about 0,000 yards. The range was
rapidly mduced f2,CO0 yards, and
subsequently to 2,000 and ,200 yards.
"When It was certain thai, the
Maria Teresa would pass ahead of us,
the helm was put to starboard and the
starboard broadside delivered at a
range of 2500 yards. .The heln. was
then put to port and the ship headed
across the bow of the second ship, and
as she drew ahead the helm was again
put to starboard and she received In
turn the full weight of our starboard
broadside at a range of about 18OO
yards. The Iuwa was again headed
off with port helm for the third time
and, asshenppoached, the helm was
put to the starboard until our course
was approximately that of the Span
ish ship, In this position, with a
range of 1400 yards, the tire of the en
tire battery, including the rapid-lire
guns, was poured Into Ihe enemy's
ship,
"About 10 o'clock tho enemy's tor
pedo-boat, destroyers Furor and
Pluton were observed to have left the
harbor and to be following the Spanish
squadron As soon as they were dis
covered guns of the tocondary battery
of this ship were turned on them,
while the main battery continued 10
engnge tho Yizcaya, Oquendo and
Maria Teresa.
"The tiro from the main battery of
this ship vi hen the range was below
2500 yards was most effective and
destructive, and after a cpntlnuence
ot this lire for perhaps 20 minutes It
was uotlced that the Maria Teresa
and Oquendo wcro in Hames and were
being headed for the beach. Their
colors were being struck about 10;20,
and they were beached about eight
miles west of Santiago.
"About the same time tho Hie of
this vessel, together with that of the
Gloucester and unother small vessel,
became so destructive that one of the
torpedo-destroyers (Pluton) was sunk,
and the Furor was so much damaged
that she was run on the rocks. After
having passed the Oquendo and Maria
Teresa on fire and ashore, this vessel
continued to chase and (ire upon the
Vlzcaya until 10:30, when a signal to
cease firing was sounded on board, it
having been discovered that the Vlz
caya had struck her colors,
"At 11 o'clock the Iowa arrived In
the vicinity of the Vlzcaya, which had
beep run ashore, and It was evident
that she could not catch the Cristo
bal Colnn, and that the Oregou, Brook
lyn and New York would, two steam
cutters and kthree cutters were Im
mediately 6ent to the Vlzcaya to res
cue her crew. Our boats succeeded In
bringing off a large number of officers
and men of that ship's company, and
in placing many of them on board the
torpedo-boat Ericsson and the aux
iliary dispatch-boat Hist.
"About 11:30 the New York passed
In chase of the Cristobal Colon, which
was endeavoring to escape from the
Oregon, iirooklyn and Texas.
"We received on board this yessel
from the Vlzcaya. Captain Eulate.the
commander. at.d 23 otllcors. together
with about 248 petty ofllcers and men,
of whom 32 were wounded. There
were also received on board live dead '
bodies, which were Immediately bur
led wltli honors due their grude.
"Tho bttterjr behaved well In nil
respects. This ship was struck In the 1
hull, on tho starboard side, during
the early part of the engagement, by
two large projectiles of about six-inch '
caliber, one striking tho hull two or
three feet alio vo the water line and I
almost directly on the line of tho I
berth deck, piercing the ship's side '
betwetn frames 9 and 10, and tho
other piercing tho side and the colTer-'
dam between frames 18 and 10. 1
"There are no casualties among the
ship's company to report. No otllcer
or man was Injured during the; en
