American Soldiers Will Take the Re treating Dons. Ofe AaoADORES, July 13. The navy have solved the problem of how to take Santiago a city four and a half miles away, and concealed from view by a range of hills 250 feet hlg'h at Its lowest part ? The problem has been satisfactorily solved. If the army hereafter novtr fires a shot and meekly guards the roads, the t avy could make Santiago untenable, if Indeed, It did nob de stroy.! t in a few days. For two days the sea has been calmer than usual and a splendid op portunity was given for good gunnery practice. In pursuance of General Shaftcr's request, Commodore Schley, Rear Ad miral Sampson being absent at Guan tanamo, at 3 o'clock Sunday afternoon arranged the Brooklyn, Indiana and Texas within 500 yards of the shore, at a point almost due south of the cltv of Santiago, and distant a little over four and a half miles. The ships were about a mile apart. The army signal men were on the beach opposite the ships and also on the crest of the hill, overlooking both ships and city. These men wigwagged the results of each shot, telling the gunners If the shell was aimed too high or low, or not in line. Sunday's practice was good, but it was better Monday, when the fire was opened by the New York, which re turned from Guantanamo during tho night, The New York, Brooklyn and Indiana were tho ships which partici pated in tho shelling this morning. Each shot was carefully calculated, and the wigwags signalled from the shore to the ships where each shot fell, and notified the gunners if they had the proper elevation. The ships ran out their big guns on the side op posite the firing guns, in order to ob tain the desired list to port or to star board. General Shafter signalled about noon "that some of the shells fell in the bay and some in the city. Tho latter do not appear to do great damage." Comment on this subject was changed Immedlatelj by a message: "The last shot struck St. Nicholas church, where powder was stored, blowing up the same and doing great damage." Not a gun was tired by the Span iards. Four shells, during the bom bardment, ignited fires in different parts of the city, proving the feasibil ity of burning the place by using the guns of the fleet alone. Death must have come to many in the city by rea son of the shelling. WAR TAX STAMP. Assistant Attorney-General Boyd's Opin- ion. Washington, July 13. In answer to Inquiries from tho collectors of In ternal revenue, all bearing upon the question as to whether the shipper or the carrier shall pay for, and atlix the required revenue stamps to bills of lading, Assistant Attorney-General Boyd has held as follews: "Tho law makes it the duty of every railroad and steamboat company, car rier, express company, corporation or person whose occupation It is to carry such, 10 issue to tho shipper, from whom any goods are accepted for transportation, a bill of lading, a manifesto or some other acknowledge ment of the goods, received for car raige and transportation, and this bill of lading requires a revenue stamp of the value or 1 cent. The purpose of the law is clear. It was to tax the corporation and not tho shipper, and the provisons undoubtedly fix upon the express companies and other car rlers the duty of providing, alllxing and cancelling the stamps." New York, July 13. A special to the Times from Washington says: The movement of tho American army on Porto Eico may bo said to have begun No troops have yet left these shores openly consigned to the Island, but the continued forwarding of additional troops to Santiago, when it is recognized that Shatter has as large an army as he needs to take that town, Is in reality tho -laying of the foundation .of tho Porto Bican ex peditionary force. The determination of tho war de partment to send a formidable forco to capture tPorto Eico has been strengthened by tho resistance made by the Spaniards in Santiago. An ef fort will be made to avoid the mis takes of the Santiago campaign. Tho expedition to go against Porto Eico will consist of between 25,000 and 30, 000 men. According to the Spanish army register for 1898 the total strength of the Spanish regular forces in the island of Porto Eico is 7219. Or these 5214 arc Infantry, 732 artillery, IS A GENIUS. Prof. Grant Chesterfield Makes a Happy Discovery. Possibly she has passed seventeen summers, young, fair, almost dcvlnc, at least the divine spark is within her. General Miles, as tho general com manding the army, U expected to be In supreme command, however, with General Brooke next to blm, and to be made military governor of the Island after It has been subdued, It Is thought not unlikely that the army of invasion may have a harder time landing on the north coast of PortoEico than It had on the south coabt of Cuba, Tho Porto Eico coast line has few of the Inlets such as that at Daiquiri, and there Is no harbor near San Juan like Guantanamo to furnish a refuge and coaling base for the fleet. The landing may be made at Ponce, where the defenses are said to consist chiefly of some very fine mountain howitzers on the hills back of the town. The shelling of San Juan itself Is expected to be a comparatively easy task, If it becomes necessary, as a town, would be more easily reached, by tl big guns of the fleet than JSaptlago. ,- AMERICAN SOLD1EKS.
