TORPEDO Boat makes an Effort Against Sampson Fired on By New Orleans and New York. Squadron Discovered Distroyer and Kept on Alert. Spanish Boat Thought to Pluton. Be Furor or Orr Santiago, June 4. Delayed In transmission.) -The firing by the Hew Orleans and the New York briefly reported yesterday wasdl rected against a Spanish torpedoboat destroyer, probably the Terror or the Pluton The character of the vessel was not definitely known until the next day, when the torpedo boat Porter found two loaded torpedoes floating off shore. Neither of them had been dis charged. One sunk but the other was hauled on board tho Porter. It ex actly fitted the description of the torpedoes carried by the Pluton and Furor. It 19 believed the torpedo-boat dest royer escaped. Sho was seen by the New Orleans when too far away for the latter to do any damage, and the heavy fire must haye driven her back. The daring attemp of the Spaniards, when was fortunately frustrated by the ylgllanceof the New Orleans' look out, Is the first Instance of Its kind since the beginning of tho war. Shortly after 10 o'clock the New Orleans flashed her private signal. It was answered by the flagship, and in a few moments colored lights sprang up la the darkness from the New Orleans' deck. They signalled that an enemy was In sight. A'llttle later she burned another colored light. This meant that a hostile tomedoboat was approach) ne. In stantly the semi-circle of blockading ships flashed another Blgnal. The New Orleans kept her brilliant search lights playing In all directions, and the other ships did the same. A dim object, like a small boat, concealed in smoke, was seen on the port hand from the signal bridge, and Ensign Merlin reported to Captasn Chadwlsk "a torpedo boat one point forward on the port beam, headed this way." Captain Chadwlck, with Eear Admiral Sampson, was on the forward hrldee. Before a shst was fired from the flagship this curious looking object disappeared. Tno tor rwdn-hoat was still headed for the shore. When a mile away, and close to Moro, an object was seen against the cliffs. It was thought to be a torpedo boat and the New York's forward 8 inch guns bellowed out. The 4-lnch and 0 pounders followed suit, and for a few minutes a sharp fire was kept up. The boom of the Oregon's big guns was twice heard to the eastward, "CeaSe firing" was then sounded. The Porter was steaming two miles from shore eastward of Moro catsle, when two torpedoes were seen floating on the water. Commander Fremont finally tmt.nnn of the tornadoes on board. The other sunk as he was get ting In It. It was 14.Inch Whitehead, of modern make, and worth about $3,500, It was In perfect condition, and had any of our ships struck It while It floated It would have exploded and perhaps sunk the ship. Mail advices from Hong Kong by the steamer Empress of Japanafo full of Interesting dcdtails of the battlo of Manila One report, commenting on Dewey's well-timed arrival, says: "The victory of the United States' Asiatic squadron Is, of course, duo In n great measure to the splendid marks manship of tho American gunners, but more particularly to tho tactics and strategy of Commodore Dewey." Notwithstanding tho notoriously bad gunnery of the Spanish, there were many shots In the vigorous cannonade which went pretty near the mark, and many, stories are told regarding the number of shells that struck the dtfferct vessels. The aim of the Spaniards' smaller guns was more within rango than the guns of the heavier caliber. The flagship Olympla was pierced by numerous seven-pound shot. Had tho firing of the big guns been as accurate as that of the United States ships, wblcb. are not armored vessels, they would have fared rather badly. The day of the fight was a beautiful Sunday, an Ideal first of May. The sky was clear, tho Bun was pouring down Its scorching rays and tho bay was like a largo blue lagoon. As the sun went down In the west It showed un the poor battered hulls and with ered funnels and masts of the Spanish ships. Far away on Bancoor shore, the Isla de Mlndano, destroyed by the Concord, sent a huge column of smoke broken from time to time by myriads of sparks and long tongues of flames, as bulkhead after bulkhead collapsed, and the fire spread from stem to stern. At Cavite, tho wooden hull of the Cas tllla burned and smouldered Into the night, sending ud into the midnight, air a lurid glare, besldo which all other conflagrations, with the ex ception of the arsenal, seemed puny, guttering rush-lights. Tho gradual destruction of the ar senal was a long drawn-out series of nvrntechnics. About 8 o'clock a tre mendous explosion occured, the flames shooting up Into the air about 100 feet, and for many seconds after a loud, thunderous roar traveled across the bay. It was a fine spectacle, terrible In its exemplification of the disastrous effects of modern warfare. Commodore Dewey had not even the satisfaction of capturing his braye adversaries. Admiral Montejo, hay ing scuttled and abandoned his ship, was In the arsenal when the bombard ment of Cavite occurred. With tue remainder of his officers and men, the admiral, who had been sligutiy wounded in the left thigh by an iron splinter, escaped by the road to Man ila. A survey of the remains of the Spanish fleet after their surrender re vealed a sight of desolation. Three large cruiser, eight gunboats and two torpedo-boats had been sunk, la tho smoking hulks of the remainder of the fleet floating everything was direst confusion, a large number of the crew haying deserted and left article of great value behind. Dead bodies and wounded men were also strewn about the decks. A large number of Americans sus tained slight injuries from splinters, but nothing of a 6erlous nature. The naval arsenal at Cayite, con trary to preylous reports, is wen equipped with the latest types of munition of war and tho stores are well filled with coal. A sad Incident occurred on board the revenue cutter Hugh McCulloch. As the squadronlwas making Its way through the south channel between Corrigldor island and the mainland into Manila bay, the ships steaming In line up the channel and every light being out, the Hugh McCulloch slg- nni thn t.iin chief engineer was seriously ill, and asked for consulta Hon doctors. This was of course Im possible, and the warships proceeded on their voyage through the channel. A signal was given from the McCul loch shortly afterwards that tho chief engineer had died from apoplexy. A Spanish revenus cruiser sailed right into the Jaws of the enemy a few days after the battle For 6ome 16 months she had been on duty In the south, and was ignorant of the stirring event of the last few months. She knew nothing about the warships of the Americans occupying thft bay, and came along unconcernedly flying i,a Knnnlsh flair and asking for the admiral of the Spanish fleet. Several shots from the American fleet, she thought at first, had been fired by Spaniards at. target practice. As they beican to come uncomfortably ntar she found hsr ruHtake, and dis covering that theenemy was In strong force, she hauled down the Spanish flag and hoisted a white one, where upon a boat's crew from the Ralelph boarded her and Informed her of the state of affairs and took possession of the vessel, tho crew being landed on parole. Wlicu Consul Williams landed in Cavite ho had a most enthusiastic re ception. Tho place was crowded with Philippine islanders who mado the welkin ring with their cries of " Vivo Los Americanos," as he mado his way through two long lines of people. Men, women and children struggled to shake him by the hand, and the British consul, Mr. Itawson Walker, who was with him, said ho had never before witnessed such a display of friendship. The captain; of tho British ship Esmeralda, when in nong Kong on May 26, ridiculed the Idea that he piloted the American fleet lntoMantla bay. "As a matter of fact," ho sald,"the Americans needed no one to show them the way m tho bay. It was all plain sailing for them. When we left Manila was quiet. For two or thrco days after tho tight tho Spaniards in tho city were yery much down in the mouth, and In the evenings all thor oughfares wero in darknessness, but by the time we left they had picked up somewhat, and In the evening the electric lights were In full blast. We had no contact with the shore. We simply compiled with the orders of the American admiral and the com mander of the Immotalate,, and wero guided by them. The Pacific Mall Steamship Com pany's steamer Aztec, which entered Yokohama under tho Hawaiian flag Monday, tho 22d, had 22 cases of gun powder to bo sent to the gunboat Petrel, one of tho United States' eastern squadron. Official application for landing them was made by tho United States authorities to the cus toms officers, After a consultation between tho customo officials and the Kenoho and tho Yokohama nayal stations, tho goods wero ordered to be sent to the Nakamawru gunposvder magazine, under care of the police. It Is tho usual custom for warships of Great Britain and America to land their ammunition at Yokohama and receive It whenever called for. The Aztec pursued the usual course, and had no Intention of evading the law. It is said that this Is the first arrival of contraband of war at Yokohama, No Information can be obtained with reference to the re-establish- ment of communication between nong Kong and Manila. The cable Is, of course, a neutral enterprise, and therefore the company owning It cinnot repair it for the exclusive uso ofonoofthe combatants only. Ad' mlral Dewey declines to sanction Its use by tho Spanish government, and thus a deadlock Is set up. Tho In Jury Is a mere Incident of war, which there is nothing to be said of, but there Is another aspect to tho Inter ruption of telegraphic communication which Is worthy of mention, and that Is the danger to shipping caused by the cessation of storm warnings from Manila, A gunner tells a characteristic story of Admiral Dewey, who, before entering Manila bay, said: "Mines or no mines, they won't hinffns. The people of South Formosa hayo bad their feelings wrought up to tho point of revolt by the indiscriminate and savage butchery of their inno cent countrymen by Japanese soldiers In the Hozsn district. Tho con ference report on the war revenue bill was adopted by the house last night, by a vote of 154 to 17. The conference report was submit ted to the house yesterday afternoon. Tho house accepts the senate provi sions allowing a rebate of 7i cents on the sale of fermented liquors; Impos ing special taxes, etc.; with tho amendment striking out insurance agents; strikes out tho house provision imposing a special tax on retail to bacco dealers; agrees to tho modified provision relating to tho stamp taxes on llfo Insurance; agrees to tho pro prietary medicine and perfumery nmpndmenta of the senate with a re duction of tho tax of one-third agrees to the tax of one-quarter 0 ono per cent exclso tax on sugar and petroleum corporations; also a tax on sleeping car tickets, and tho Eonato legacy Inheritance tax. The house recedes from Its tonago tax provision. Tbo -house agreed to tho duty of 10 cents a pound on Im ported tea, the duty to be effective on the passage of the act. The senate recedes from the coin age of tho silver seigniorage amend ment, and agreess to a substitute di recting the coinage of net less than a million and a half of silver dollars monthly, from the bullion in tho treasury. Tho senate accepts the house propositions of an Increased tax nn fermented Uauors stored In tho warehouses; tho certificate of Indebt-. edness and loan proylsions of tho hniiHn. with, a reduction of the amount of bonds to $400,000,000.
