London, April, 25. Europe under estimates the gravely of the situa tion, although It Is no exaggeration to say the conflict arouses very deep Interest. The great question con fronting the European powers is how to win In the European war which all are convinced Is to come sooner or later. Couple this vsllh this the fact that the sea power of every nation U based on theory, not practice, and no explanation Is necessary of the extra ordinary curiosity everywhere In the pending encounter. The governments are already tenta tively considering projects for impos ing peace on Spain as soon as a few blows, suflicient to satisfy her pride, have been exchanged. The complete financial collapse at Madrid and Barcelona during the past few days will accomplish far more toward hastening the end than the most severe defeat for the Span ish navy. A dispatch from Rome says: The under secretary of marine has has informed the chamber of deputies that additional Italian warships will be sent to Cuba waters, A number of Italian naval officers have asked permission to offer their services to the Spanish and the American governments, but the min ister of marine has positively refused. The Austrian government bus pro posed to the powers to send an inter national squadron to the Canaries. Tho pope has written to Archbishop Ireland (thanking him for his work In behalf of peace, and expressing regret that it had no result. A Madrid cablegram say: A minibtenal crisis had added a new danger to tho situation in Spain. Premier Sagasta went to the queen regent and tendered the resignation of the whole cabinet. He did this, he explained, in order to make it easier for her to consult the leading statesmen, generals and admirals of all parties, so as to judge whether her present counsellors or new men would be better to face the grayest crisis of this ceitury. If Sagasta Is not retained in office with all his present colleagues, except Colonial Secretary Morel (whose col onial policy is considered a failure, making him very unpopular) the queen may ask Marshall Campos to organize a military cabinet, which shall have almost dictorlal powers in order to carry on the war. A special from St. Vincent reperts: The combined Spanish squadron are here still. The two battle ships ex pected from Cadiz have not arrived, and no vessel of the fleet has left this port. Lane County Union Ticket, Eugene, April 23. At the Union county convention held here Friday, the following ticket was neminated: Senator, II. C. Houston; representa tives, C. A. Potter, W. P. Gray and J. E. Kirk; sheriff, S. II. Withers; clerk, J. G. Stevenson; treasure, A. S. Pat terson; assscssor, G. E. Yernell; com missioner, D. C.J Buckman; school superintendent, William Miller. The Silver-Republicans scored a victory, securing a better share of of fices than their importance in tho union force would seem to justify. C. II. Baker was elected temporary chairman and F. M, Wilkinson perm anent chairman. G. W. Klnsey was elected secretary. A committee of three from each party, appointed to apportion the of. fices, made the following report, which was adepted: "Senator, Democrat; representa tives, one eacli Democrat, Populist and Silver-Republican; sheriff, Popu list; clerk, Silver Republican; schools superintendent, Democrat; assessor, Populist; treasurer. Populist." The state platform adopted ut Port land and the following resolution were adepted: "There Is no room In tlfe Western hemisphere for the American flag of freedom and the SpanlBh emblem of despotism and slavery, and we believe congress is obeying . tho dictates of God and humanity In declaring that the frightful Spanish atrocities in tho Island of Cuba must cease. A majority of tho senate committee have reported that the evidence taken by them showed a conspiracy to elect M. A. Ilanna United States senator by brib ery, and that the attempt by General Royce to bribe Otis was known to Rathbone, Dick, Ilanna and other workers In Ilanna's Interest at Co lumbus. Senator Garfield's minority report says Otis and his attorney, T. C. Campbell, testify that Boyco dis claimed to them connection with Ilanna's Columbus workers, but that he (Boycc) was sent out by New York parties, whose Identity he refused to disclose. The testimony of Otis and Campbell. Mr.Garfield says.is all that was given' in accordance with tho rules of evidence in tho courts of Ohio, which the committee agreed to follow, but later tho majority of the committee admitted hearsay testi mony with a view of connecting Mr. Ilanna with the alleged crime, if possible. Both the majority and the minority reports review the testimony at great length. The two reports were quickly disposed of by the senate.
