SALEM LABOR EXCHANGE Holding Public Auctions and GiVing Balls. Salem Labor Exchange, which has a warehouse at lilverview, half a mile north of the city, isenjoylug a pros perous management since about three months ago, when it went under the control ot John 13. Murphy, manager, and a stiong board of otlicials. Three months ago there weie about $4000 In lubor and produce checks outstand ing. By a more strict business policy Mr. Murphy and Ills board haye re duced tills to near three thousand and are still pursuing a safe aud con servative plan of operations that makes the labor exchange checks wortli more and more. Checks are being cancelled that were issued lor the permanent improvements. TWO FEATUUUS. Introduced area regular semi-monthly auction, on the atternoon of the lirst Monday and the third Saturday. Last Saturday there was nearly a hundred dollars worth of products sold to the highest bidder. People bring articles they don't want and sell or exchange them for so methlng they need. So It is becoming a regu lar place for exchange of commodities, or a real produce market. This plan is employed to cancel checks, as the exchange retains 25 per cent on all products deposited for auction sales conducted lor the mem bers. Kon-memberscan bring any thing to be sold, traded or exchanged on any terms they can make with those present. Any article can be bought at these auctions on bids in labor exchange checks. The next 'auction at the Labor Exchange takes place next Monday afternoon, a spec ial date arranged for a sale before the regular semi-monthly dates for sales were lixed. The Labor Exchange balls haye been quite popular, though g I yen by private parties. The Exchange itself gives a ball on Friday night Jan. 28th, when the music and basket supper will be donated by the members, who are all requested to bring refreshments. Admission to the ball Is payable in cash or exchange checks. If the ball proyes a success it will be made a regular feature. Do not fail to bring your checks to the ball. There May Come a Day When you will have accasion to regret hav ing done many things, but no parson will ever regret having purchased a 10 cent La Corona. Washington, Jan, 21.--By the de cisive vote of forty one to twenty-live the senate yesterday decided to pro ceed atonce to the consideration of the resolution introduced a fesv days ago by Teller, providing for the payment of the bonds of the United States in silver at the option of the govern ment. Tho resolution previded: "That all the bonds of the United States, issued, or authorized to he is sued, under the said act of congress herein before recited, are payable, principal and interest, at the option of the government of the Uuitcd States in silver dollars of the coinage ofthe United States, containing 412J grains each of standard silver; and that to restore to Its coinage such silver coins, as legal tender, in pay ment of said bonds, principal and in terest, is not In violation ol the pub lic faith nor In derogation of the pub liccredlt." The bill went over and the house went Into committee of the whole and resumed consideration of the d plomatic and consular appropriation uill. Clark, Democrat, ol Mi&souri,opened the debate with a characteristic breezy speech. He said in part: "If Spain does not bring the war to a sneedv conclusion, the United States ought to expell her from the western hemisphere. In these days of McIIannaism our foreign policy is so feeble so cringing, Is cowardly that even old and decrepit Spain insults our Hag, maltreats our citizens and searches our ships with perfect impu nity, and McKinley, instead or send ing men of war to protect our honor, assert our supremacy and teach the insolent and impotent dons a lesson they would never forget, passes the hat around and Inyites the American people to contribute alms for the starving and dying Cubans. "It Is high time we served plain and emphatic notice to all kings, em perors and potentates that the navies of trans-Atlantic powers shall not be used as collection bureaus for ques tionable debts, as was done a year or two ago at Corinth, and a month or two ago at Hayti. "The Cuban case is this: For three years the insurgents have fought witli a courage and suilered with a forti tude that has challenged the admira tion of the world save the McKinley administration. Three or four hun dred thousand people, some papers say 600,000 have died, men.women and children, as much martyrs In the cause of liberty as Warren or any other hero who died that we might be free, and yet McKinley administra tion lifts not its linger to stay the slaughter and can think of nothing more effective for their beuelit than to pose as a big beggar of men. "The party of Summer, Chase, nn"d Seward, which proudly vaunted itself us a friend of man, has become an ally of prestllence and arson, famine, devastation, ranlne and murder. "We now number over 70,000,000 souls, and the Republican adminis tration can not oe taunted, cuffed or kicked into resenting an Insult or demanding reparation for an injury. Such a contemptible and pusillani mous policy is enough to make Grant, Sherman, Sher'dan, Dupont. Farragut and Porter restle.s in their coflins. "My friends," lie said inconc'uslon, "I invite you to lay aside the weight that is holding you down, and assert your rights. If only twenty-seven Republicans will break the yoke, defy their taskmasters and Join us in this noble work, before the sun sets this day we will send the glad tidings ringing around the world that 'Cuba is free.' Free, Thank God, by act of the American congrees." During the closing hour the debate shifted to the tariff question. At 4 o'clock the debate closed, and Bailey, the Democratic leader, tuoyed to re commit the bill with instructions to report the bill with an amendment embodying the terms of the senate Uub?n belligerency resolution, a con troversy followed between the speaker and Bailey of a yery personal nature. The currency hearings before tho house committee on banking and cur rency continued, Secretary Fairchild being heard through the morning and Secretary Gage In the afternoon. Considerable feeling was aroused by the determination of the committee on a party vote not to hear President Warner, of the Bimetallic Union, and Chairman Towne, of the Silver Re. publican national committed unless the gentlemen prepared a bill and as sumed 1 ho responsibility for It. He spoke for al most four houis and when he linlshcd there were not more than half a dozen senators present. Speaker Reed, from the rostrum of the house, and Bailey, leader of tho Democrats, from his place on the lloor, glared at each other at tho close of the Cuban debate and joined an Issue of veracity. Tills sensational episode completely overshadowed the interest in the Cuban question winch has continued interruptedly in tho house for three days, during tho con sideration of the diplomatic and con sular appropriation bill. Notice was given by Williams that at the con clusion of the debate a motion would be made to recommit the bill with instructions. When the motion was made by Bailey It was ruled out of order by the speaker. Bailey thereupon startled the house by atllrming that he had a private understanding with the speaker by which a vote should be taken directly on the motion to re commit. This the speaker emphat ically denid. and there two leaders of their respective parties In the house, fflth white faces and voices shaking with emotion, set their statements, one against the other, while the gal leries looked on in breathless amaze ment, aud the members were in an up roar. Smith, who said he wai present, corroborated the speaker's side of the controversy. The result of the speak er's position was, that an appeal was taken from his decision and by a strict party vote It was laid on the table, 108 to 114. Minister Powell reports to the stato depart ment from Port an Prince that Amer ican residents suffered very sevcrdy from the recent lire, which destroyed S00 homes in Port au Prince, rendered homeless more than 2000 people and entailed a loss of more than a million dollars Many of the largest American com mercial houses were located In the burned section. The lire spread rap Idly and got beyond control, owing to lack of water and Inadequate lire ser vice. The minister says: "This Is one cf the saddest blows that lias ever befallen Port au Prince.
