THE MEN ARE POORLY CLOTHED Numerical Strength of the Various Commands New York, Jan. 7. A Herald cor respondent In Cuba, who has just crossed the island on horseback through the Cuban and Spanish Hues from Plnar del Illo to the Jucaroa Moron trocha, for the purpose of ob serving the actual strength and con dition of the insurgent forces today and their ability lo continue the war, writes; "When your orders reached me I v.as with the force of Pedro Diaz, commander-in-chief ot the Sixth army corps in Plnar del Rio province. wo were encamped nearuuzco. unaer Diaz, operating In that province were General Lorentc, commanding the second division, of the territory west of Pasto Real, and Vldal du Casse, commanding the first division, or the district cast of Paso Real. General Loreuto has 1800 Infantry and 40 ) cav alry, well armed and well fed, but Jacking clothes. Du Casse has 2000 Inrantry and 3000 cavalry in tue same condition. Operating against this force a month ago were only three columns of Spaniards. These never succeeded In reaching the rebel's stronghold in the hills until General Parado took the Held. The only fighting done was done, when the rebels Invited it. IN MATANZAS AND HAVANA. "From Cuzco 1 proceeded through the Cuban lines to Havana. I expe rienced no difllculty in entering the capital. Havana and Matauzae prov inces are under the command of Gen eral Alexandro Rodriguez, chief of the Fifth army corps. Under General Rodriguez are Juan Du Casse, Rafeal Cardenas, Jaconto Hernandez, Juan Delgado.Alberto Nordasse and Nestor Arangueren. The total force under these leaders Is 1000 infantry and 1200 cavalry, all well equipped. In Man tanzas, which belongs also to the Fifth army corps, are Brigadier-General Betancourt, Colonels D&ngully and Valencia, with 1300 Infantry and 300 cavalry. Only about J of this force is armed. Tins is a dlmcuic province to operate In. The men remain in the hills, cultivating the soil or watching the coast. These Western provinces have been familiar to me for tin- last year, dur ing which time I have been contiuu ally with tho rebel lorces, except what time was necessary to carry dis patches to Havana. 1 can vouch for these figures. WITH ARANDO AND ALVAREZ. "On the trip to the Orient I broke new ground, but the Sgutes given are from actual observation. I took the Held In Santa Clara from Santo Domingo, riding out In broad day light with guides, and within an hour was with the Insurgent forces under general Arando. That evening I re turned with General Arando to a suburban town for supper. Arando had 100 Infantry and cayaliy detailea to burn sugarcane. "The next morning I rode 30 miles and joined Colonel Alvarez, who had 4000 inrantry and 100 cavalry. Here 1 met Dr. Joadquin Cancda, the private physician of General Gomez, on his way to join the general. I traveled with huu the rest of the way. Seven wounded soldierj in Al varez, the'day preylous, had sacked the town of San Juan Atoyo. THE G'iENFUEGOS BRIGADE "The next day I rode 20 miles to Eugenia Esquerro, In the Plantano hills, two leagues north of the town of Manlcaragua. Esquerra Is chief of the Cienfuegof brigade, and had In camp 400 infantry and 120 cayalry. From there I rode three days through the long grass and over the moun tains, 50 miles, to the camp of Brlga-eier-General Nunez, in the Trinidad hills. Nunez has 100 Infantry and 15 cavalry engaged in raising vegetables. "After leaving Montcaguedo 1 en tered what is called the tirst division of Santa Clara under command cf Jose Miguel Gomez. The whole strength of the first division Is 2400 Infantry and 700 cavalry. I did not meet Jo-e Gompz, but near El Mango I struck the camp of Tejo Sanchez, who had 200 Infantry ahd 100 cavalry. IN THE CAMP OF GOMEZ. "Near Remedios I entered the camp of General Carlllo, chief of the Fourth army corps, or the whole of Santa Clara province. Carlllo had in camp 000 men. The strength cf his com mand as shown by previous figures, is 5700 men. Twq days from Carlllo 1 rode into the camp of General Velsa, who is In charge rt the outposts of General Gomez' camp, and a day later 1 had the pleasure of saluting the commander-in-chief General Gomez has in hlG camp 250 infantry and 100 cavalry. He seldom has more. "From official returns shown to me In Gomez' camp, I estimate that in Puerto Principe, where the Cuban government headquarters are estab lished, the rebel force numbers 200 cavalry, with only an Insignificant number of Infantry. In Santiago mere are zuuu cavalry and io.ooo In fantry. These figures are conserva-' tive. "It is in two eastern provinces that the main strength of the Cuban In surgents lies, not only in the number of men but in the condition or the country and a plentiful supply of food isjeasily secured. There are living in the mountains of Puerto Principe and Santiago fnlly 400 peo- Elo not actively engaged in warfare, tit cultivating the soil as if there was no war, and contrbutlng supplies to the rebels. "All the cavalry I saw on the trip were mounted well and all fully armed. In two instances the regi ments were badly oft for clothing. FOOD SUPPLY OF THf CUBANS. "With regard to tho food supply a good many of the troops occasion ally go hungry for one day, but seldom fora longer time. There is absolutely no chance of starving tho rebels out. In We3tern Santa Clara, they subsist chiefly on vegatablcs and fruit and a species of animal something like an opposum, thejutl. Theso animals are found by the thousands in the East. There are plenty of cattle. "In several instances! saw regular zones of cultivation in the hills, never molested, and supplying a considerable quantity of food. In the small valleys In the mountains I saw many small portable mills at work. I saw numer ous tobacco crops, but clgareetes arc worth their weight In gold among the soldiers."
