Hon. Mill Uetschan Is a candidate
for governor and at the same time ho
refuses to let the public know what
funds he holds In his hands.
When a man gets bigger than the
state and bigger than his party he
needs looking after. If there Is no
other way to compel a public showing
of Oregon state treasury financiering,
then the people of Oregon might as
well be ruled by a despot.
Did not Mr. Metschan report to the
legislature that $25,000 had been paid
out for land for the site of the Eastern
Oregon asylum ? Afterwards It trans
pired that not a dollar had ever been
paid. But it had been levied and collected
Hislirst assistant state treasurer,
when engaged in a not very' friendly
altercation with the writer, declared
that he did not owe his position to the
people and that the peonlc had no
strings on him whatever. This Is the
boldest assertion of imperialism yet
made by a i ublic servant, but it is
characteristic of the entire manage
ment of the Oregon state treasury. It
i characteristic of Mr. Metschan's
un-American ideas of ofllco holding.
It was supposed that when the push
brought suit to compell Mr. KIncald,
as .secretary of state, to audit bills and
Issue warrants, that It was for the
purpose of preventing a million dol
lars or more from lylnu idle in the
treasury. Now thao Mr. KIncald un
der mandate of the Court n-sues war
rants, Treasurer Metschan cooly
stamps them not paid for want of
funds. Klncaid was not right when
lie said that there were
no appropilatlons to warrants
against, so the court said. Now
Metschan stamps these same war
rants not paid for want of appropria
tions when the court says the money
has been appropriated and it has
been paid over to Mr. Metschan. We
have been unable to get the exact de
tails of the condition of the treasury,
and It may be that Mr. Metschan has
no funds to pay warrauts with. But
there is a belief that he holds over n
million dollars ofi-statc money,
It is but fair to say that probably
Mr. Metschan is not alone responsible
for his state treasury management,
lie Is but the tool of a political and
tinancial ring that is dictating to
him what he shall do. Docs the Re
publican party wish to face the people
of Oregon with the responsibility of
such a recoid and such a policy? We
belleNC intelligent and business like
men In any party will not want to
assume it,

Our opinion regarding the case of
Mr. Geer and the Oregon Delegation,
Is not in accord with those who wish
to make Mr. Geer the cat's paw to se
cure political chesnuts. There will
always be a difference of opinion about
the rights of Mr. Geer, but those who
arc honest In thinking the delegation
did not do dulte right In reccom mcud
Ing him for the land office, do not
carry their oppositinn to the extremes
of injuring the Oregon Delegation.
But those pretended fcol friends
ffho are acting for self and not for
Mr. Geer, arc very likely to kill an
honest man and republican.

Minister b'owall's latest report to
the state department with regard to
the situation in Hawall.ls altogether
reassuring. He Indicates that the
diniculty between that country and
Japan may be presently settled by the
payment of $100,000 In gold to the lat
ter, that the Japanese subjects in the
Islands arc peaceably disposed and
that the danger of any serious Inter
national trouble Is steadily diminish
ing. It Is fortunate, however, that In
spite of this encouraging intelligence
our government is still pursuing a pol
icy of ceaseless vigilance In guarding tcr in Oregon. He
American Interests In these islands, 'tljncdn few times In

power will be permitted to take snap
judgment against the United States
by massing a superior naval force, or
by any other strategic measure at
Honolulu. The purpose of the gov
ernment nt Washington is not only
that the Hawaiian annexation shall

giving offense to other nations.

land Welcome, says:
Practical political has come to
mean scarcely anything but trickery,

politics," and what It means, and

bad as another; one set of "bosses" Is
