A Wronjj Conception. Those who honestly oppose the Union movement seem tohave a wrong understanding of the proposition. As we understand, the plan that which has been done so far is only temporary, and the work of permanent party or ganization Is yet to be done. The platform of principles will be adopted at the convention yet to beheld. All will depend on the people who attend the primaries. The Populists have a majority in this state and they ought not to be afraid to go into convention with Democrats and Republicans. Moreover the Populists are not re quired to abandon their organization, at present the party may be held in working order and If there Is any sidetracking as some seem to fear, and tho union proves to be a fraud, wecan take up our work and go on with our own organization. Let the Populists get to the front and mould the new party to suit our selvcse, and not act the boo-baby, for we are in the majority in this state The Other Side. mast bmt than! According to the protective theory tho imposition of a tax on noncompeting articles adds to tbeir cost to tbo con sumer. This theory would be aptly ex emplified in the proposed duties on hides, as tbe people would be compelled to pay more for tbeir footwear. It is es timated that tbe increased cost of boots and shoes for one year under the pro posed duty would amount to f 20, 000, 000. With fret- bides our manufacturers of leather goods have Leen able to build up a great export trade in footwear. As Mr. Blaine jaid when it wa3 proposed to put a duty on hides in the law of 1830, "It -will yield a profit to tho butcher only the Ian man that needs it." Afraid to open yonr chop3 about the McKinley bill before the election, hav ing won, you are out-Heroding Herod, out-McKinleying McKinley, because tho men who furnished the money to carry the election are relentless task matters, clamorous for their remunera tion. They have such ravenous appe tites that you have been compelled to make tbe rates higher than in tho Mc Kinley bilL Let this not be forgotten, inscribe it on the tablets of yonr mem ory. Be it knowu that the average tariff tax under the McKinley bill was 49.58 per cent ad valorem; under the Wilscn Gorman bill, 80.94 per cent, and under the Diuglty bill, 57.03 per cent Hence the average rate cf taxation on some thing like 4,000 urtieles of every day 1 OL-sumption is 8 per cent higher under 'bt Dliif-hyl ill than under McKinley's law, and IT 7. r cent higher than under the Wilsoti-Oionuau bill. Tho only disadvantage the Cali fornian fruit raiser is at is to bo found in tbo cost of bis land, but tho only thing that makes his land expensive is the profitableness of fruit culture. fco the matter works out in this way: Tbe great profits of fruit raising sent the value of laud up to hundreds of dol lars an acre. The interest on tbe value of the land makes a large item in a fruit raiser's balance sheet, and be feels the need of a high price for bis fruit. This Senator Jones procures for him by letting it be known that he will not vote for tbe tariff bill unless it contains duties cu bides and increased duties 011 fruit and tbe cheapest sorts of wool. Tho increased duty adds to the profit? of fruit culture, and tbe prico cf land takes another rise, whereupon the fruit grower complains that tho interest on his land inveshnent is so great or the rental ho has to pay for his land is ra high that there is an insufficient profit in the business for bim, and the only thing that will save bim from disaster is more duty. Logically this piocess can be carried on indefinitely. Practically it cannot, because with the increase in the price of fruit the consumption of fruit will decline. The consamer will to worse off for the change. The grower, so far as ho is not to be considered as a land owner, will be no better off, but the valno of tbe land will be as high as tbe profits of fruit culture will permit.
