The badly decomposed body of a
man was found on Dcsdcmona sands,
near Astoria, Wednesday. On the
body was found a number of dis
charges, the last being the name of
Henry Smith, a German, from the
British ship Soltalre.
A tramp, while trying to force en
trance Into a house owned by W.
Ewlng, near West Fork, Douglas
county, was shot by a set rifle. Some
of the contents of Mr. Ewing's bouse
was stolen some time ago so he caught
the thief by a trap. His arm was
shot and badly shattered.
While J. W. Johnson was breaking
sod on his farm on Chenoweth creek,
three miles from The Dalles, when he
discovered the bones of a human body,
a few Inches under the surface. From
appearances the body had been In the
ground for 15 or 20 years, the bones
being considerably decayed.
Tho receipts for fines and forfeitures
In the police court In Astoria will run
behind this year about $7000 as com
pared with last year. Tho estimate
by the council made up last February
from this source was $3300. For April
and May last tho receipts were $70
and $50. Last year the same months1
lines und forfeitures amounted to $850
and $771. In July and Augnst last
year the total for two months was
$2257.

ORDINANCE NO. 342.
A Dili toi n ordinance to provide lor tax
ing and killing dogs.
Be It Ordained by the Common Council ol
the City of Salem.
Section I It is hereby made unlawful for
any person or persons to keep a dog or dogs,
within the limits of the city of Salem, of the
age of more than four months unless the
owner or keeper of such dog, or dogs, shall
procure from the city maishal a license for
each doc as in this ordinance provided.
Section 2. The owner or person having in
charge any dog kept or owned within the city
of Salem, shall on or before the first day of
June in each year, pay to the city marshal the
sumof$'5oin gold or silver coin of the
United States of America for eaeh and eveiy
male dog, and each spayed female dog, and
the sum of $3 for each and every siut or fe
male dog (not spayed) so kept or owned by
him, which khall entitle h!m to a receipt from
such city marshal, disignating the owner's
r.ame and the number of the license, which
number shall correspond with the number on
the tag which said owner or keeper shall place
on each dog at his own expense.
Section 3, It shall bff the duty of the citv
marshal of the city of Salem, or any one ap
pointed by said city marshal, and be is hereby
authorized to seize, impound and fell or kill
and bury any and all dogs, tluts or spayed
sluts found by-him within the limits of the
city of Salem, Oregon, the own;r or owners of
which have failed to procure and pay for a
license as provided in section 2 of this ordin
ance. Upon th- taking up and impounding
any such animal the city marshal shall post a
notice on the city bulletin board and shall
send a similar notice to the owner of such dog,
slut or spaved slut, if the came of such owner
and his address is known. Such notice &hal!
state tbat unless the ourjer ' such animal, or
other persons having an interest therein, shall
claim posession nf the same and pay all fee
and charges of impounding, keeping anil
posting the same, together wnh the um 1 tie
to the city for license thereon as here intx forr
provided, within five days from the dale ol
such notice, the city marshal will piocecd to
sell tho said animal at a time and place
tneretn nameu, not less man nve nor more
than ten days from the date thereof, to the
highest bidder for cash. Such sales shall be
public, and shall be held at the city pound
and no bid shall in any case be received for
any animal for a sum less than the fees of im
pojnding, advertising, keeping and selling
the same, together with an amount sufficient
to procure a license for the said animnl. for
which last amount the purchaser or owner
shall receive a license upon such animal for
the current license year.
The city marshal shall be entitled to charge
for impounding, posting-notices and selling
such animal a fee of $1.50 for each male dog
and a fee of $3 for each female dog ur spayed
slut, and for keeping such animals the sum of
25 cents per day.
In case a sufficient amount is not bid for
any animal to pay all fees, charges and li
cense fee upon the same the city marshal
may, at his discretion, adjourn such sale from
day to day, not more than three days in all,
or if no sufficient bid is made for any animal,
the city marshal is empowered, authorized
and instructed to kill and bury ths same at
his own expense.

upon conviction thereof before the city re
corder, be fined not less than $10 nor more
than $50 and be imprisoned until such fine be
paid, not exceeding twenty-five days.

sluts more than four months old found within
the limits of the city of Salem without a
license tag thereon, are hereby declared to
be a public nuisance, and any person or in
