by certain senators, to account for

most of them are lawyers, none of
them are conspicuous for their legal
abilities or enjoy a lucrative practice
before the court In their states and
at Washington, and. not being rich
men themselves, they cannot inrur
such extravagant expense cither for
their election, or for the support of
their fumilies, or for both, without
being the hired men of wine rich
corporation or selling their votes for
speculative and mercenary purposes.

If an; one has noticed the number
of state diplomas Issued lately, he will
come to the conclusion that the pro
duction of teachers is much greater
than the demand for them. The peo
ple of Oregon arc being greatly hum
bugged io our educational system.
Governor Lord In his message says:
"The original design of the law
contemplated that the board of edu
cation should appoint a board of ex
aminers, composed of men trained In
practical teaching iand of scholarly
attainment", who were to meet at the
capital twice a year, for the purpose
of examining applicants for teachers
certificates and diplomas, and recom
mend to the board such teachers as
became entitled to them. By this
method the state secures the service
of trained men to select teachers, and
tlio diplomas Issued on their recom
mendation by the board would bo of
value to their possessors, as affording
some guaranty of their Illness and
quallllcalon. Such examinations
would tend to weed out Incompetency
and 6ccure a high grade of teachers
for our public schools, and thus provo
of Incalculable benefit to tlio children
of our state. To pay the expenses of
these examinations tlio law provides
fees of $10, 80 and $ I, respectively, for
life diplomas, stale diplomas and
state certificates, and, if any money
remain, after the payment of such
expenses, it Is to bo held, or appropri
ated, by the board for educational
purposes. Though examiners have
been appointed, they were never con
vened, us u body, but have examined
applicants at their respective resi
dences, under the- Instructions
from the superintendent of
public InstMJtlm. Xir do they
furnish tlio board with lists of ques
tions for distribution to tlio county
superintendents. Tlio authority
which we freely acquit hitu, basing
hl right to appropriate them on the
custom of the superintendent's office,
which he thought Justified his right
to them. There can be no doubt, if
the law, expressly or Impliedly, In
teds that the superintendent shall
have these fees, they belong to him;
out, unless It does so, np practice or
precedent of the superintendent's of
Hcecan give validity to his converting
them to his own use. To my mind

clared unconstitutional. I regret the
necessity which compels me to make
reference to these matters, and I only
do so because, under my interpreta
tion of the law, there arises a respon
sibility for the performance of a pub
lic duty which I cannot ignore or
disregard."

grows stronger as the volume of pub
lic money piled up in the Ktatc treas
ury grows larger. There is now &100-

sum will soon be increased to half a
million. The experience of the state
on a former occasion whenE. N. Cooke
was treasurer Is recalled, and the fear
that state-money will be used to buy
claims against the stale Is growing.
The farmers of the stale know that
wlille they pay their taxes promptly
the bankers will reap a harvest out
of the depreciated state claims, which
will finally be allowed with Interest
in full. An element of the People's
party wants a special (session called,
and one wing of the Republican party
declare the old organization fight will
not ae renewed if an extra session can
boobtalncd. As more money is retired
from circulation and as slate claims
accumulato the demand for a session
will grow. If the session is not
called uutil late In the fall only a few
months will Intervene before prepara
tions to elect a new legislature will
begin.
