Be It Ordained by the Common Council of the City of Salem; Section 1. It is hereby made unlawful for any person or persons to keep a dog or dogs, within the limits of the city of Salem, of the age of more than four months unless the owner or keeper of such doe, or dogs, shall procure from the city matshal a license for each dog as in this ordinance provided. Section 2. The owner or person having in charge any dog kept or owned' within the city of Salem, shall on or before the first day of June in each year, pay to the city marshal the sum of $1 50 in gold or silver coin of the United States of America for eaeh and every male dog, and each spayed female dog, and the sum of $3 for each and every slut or fe male dog (not spayed) so kept er owned by him, which shall entitle h'm to n receipt from such city marshal, disignaling the owner's name and the number of the license, which number shall correspond with the number on the tag which said owner or keeper shall place on each dog at his own expense. Section 3. It shall be the duty of the city marshal ofthe city of Salem, or any one ap pointed by said city marshal, and he is hereby authorized to seize, impound and sell er kill and bury any and al dogs, sluts or spayed sluts found by him within the limits ofthe city of Salem, Oregon, the owner or owners of which have failed to procure and pay for a license as provided in section 2 of this ordin ance. Upon the taking up and impounding any such animal the city marshal shall post a notice on the city bulletin board and shall send a similar notice to the owner of such dog, slut or spayed slut, if the name of such owner find his address is known. Such notice shall state that unless the owner of such animal, or oilier persons having an interest therein, shall claim posession of the same and pay all fees and charges of impounding, keeping and posting the same, together with the sum due to the city for license thereon as here inbofore provided, within five days from the date of such notice, the city marshal will pioceed to sell the said animal at a time and place theretn named, not less than five nor more than ten days from the date thereof, to the highest bidder for cash. Such sales shall be public, and shall be held at the city pound and no bid shall in any case be received for any animal for a sum less than the fees of im pounding, advertising, keeping and selling the same, together with an amount sufficient to procure a license for the said animal, for which last amount the purchaser or owner shall receive a license upon such animal for the current license year. The city marshalshall be entitled to charge for impounding, posting notices and selling such animal a fee of $1.50 for each male dog and a fee of $3 for .each female dog or spayed slut, and for keeping such animals the sum of 25 cents per day. In case a sufficient amount is not bid for any animal to pay all fees, charges and li cense fee upon the same the city marshal may, at his discretion, adjourn such sale from I Broken ft uay 10 cay, not more (nan mrcc uays iu un, or if no sufficient bid is made for any animal, the city marshal is empowered, authorized and instructed to kill and bury th: same at his own expense. Section 4. No slut or female dog, in time of heat, or vicious or mad dog, shall be per mitted to run or be upon the public streets or alleys of the city of Salem, whether licensed or not, unless securely muzzled or led by a rope or chain by the owner or keeper thereof, and it shall be lawful for any person to kill any such dog, slut or spaped slut so found at large and the owner or keeper of any such dog, slut or spayed slut permitting the said dog, slut or spayed slut to be at large in vio lation of the provisions of this section shall, upon conviction thereof before the city re corder, be fined not less than $10 nor more than $50 and be imprisoned until such fine be paid, not exceeding twenty-five days. Section 5. All dogs, sluts, or spayed sluts more than four months old found within the limits of the city of Salem without a licenso tag thereon, are hereby declared to be a public nuisance, and any person or in habitant of the city of Salem who shall keep a dog, or dogs, slut or spayed slut within the limits of the city of Salem without first having paid the license required therefor by this ordinance, and having the number thereof stamped or engraved upon a collar upon such dog, slut or spayed slut, as hereinbefore pro vided, or who shall cause or permit a collar and number to be put on a dog,slut or spayed slut, with intent to avoid the payment of a license therefor, shall, upon conviction of such offense before the city recorder, be sub ject to a fine of not lessthan Jlonor more than $50, or be imprisoned not less than five nor more tuan twenty-five days Section 6, Any person or persons who shall harm or molest the city marshal, or any person regularly appointed by him, wearing a policeman's star, who is engaged in seizing anr dog, slut or spayed slut or killing the same, accordnig to the provisions of this ordinance, upon conviction thereof before the city recorder, shall be fined in a sum not less than $5 nor more than $50, or by imprison ment in the city jail not less than five nor more than twenty-five days. Section 7. All ordinances and parts of ordinances in conflict herewith are hereby repealed. Passed bythe common council of the city t f Salem, on the 18th day of May, 1897. ED. N. Washington, Juno 7. When tlic senate laid aside the tariff, bill Satur day it had reached the sugar schedule, which has been the subject of so much Interest and conillct. During the day, many or the para graphs of the wood schedule had been agreed to, but that restoring white pine lumber to thedutialc list at $2 per 1000 provided the greatest stumbl ing block encountered since the de bate bagan. It led to an extended debate, during which a wide diverg ence ofwvlews was developed on the Democratic side of the chamber. Bacon gave his suprort to the com mittee rates, saying it was essential to the lumber industry of the South. He also spoke In favor of a revenue tariff so adjusted as to give equal beneiits to all Industries. Bacon and Vest clashed several times on tariff doctrines. Vest expressing his regret that a Democratic chairman would aid in restoring to the dutiable list one of the three products lumber, salt; arid wool which the Wilson bill put on the free list. Clay also spoke at length on the tariff bill, criticising the sugar sched ule and other features of the bill. APPOINTMENTS. The following were among the nominations sent to the senate. State Andrew D. Barlow, of Mis souri, to bo consul-general at the City of Mexico. Justice Louis A. Bradt, of Wis consin, to be assistant attorney-general. Interior Stephen J. Weeks, of Ne braska,to be register of the land ofllco at O'Neill, Nob. War Lieutenant-colonels to bo colenels: n. E.Noyes, second cavalry; Guy V. Henry, third cavalry; John I. Rogers, second artillery. Also a large number of minor promotions in the army. CONFIRMATIONS. Tho senate confirmed the following nominatiens: Miguel A Otero, to be governor of New Mexico. G. H. Wallace, to be secretary of New Mexico. W. H. Jenkins, to be secretary of Oklahoma. C, H. Akers, to be secretary of Ari zona territory. Nathaniel Barnes, to be postmaster at Kansas City, Kan. ARMY ORDERS. Captain nerbert J. Slocum, Sev enth cavalry, has been ordered to re port for duty to the commanding general of the District of Columbia National Guard. First Lieutenant J. F. Reynolds, First cavalry, has been detached from duty at headquarters in the depart ment of California, and ordered to his regiment at Fort Riley Kansas. A board of ofllcers, headed by Major Charles Hobart, Fifteenth Infantry, has been ordered to report at Fort Grant, Arizona, for the examination for promotion to second lieutenants of the follewing: Thomas M. Cor coran, Seventh cavalry; R.J. Flem ing. .Seventh cavalry; E. W. Winans, Fifth cavalry; II. J. Kirch, Fifteenth infantry, and R. L. Bush, Fifteenth Infantry. First lieutenant G. T. Langhorne, First cavalry, has been relieved from duty at headquarters in the depart ment of Colorado. He was reinstated as special agent of the treasury department to get around the civil service law.
