I. llood A Co., Lowell. Malt. The Morgan Resolution Was Passed By the Senate 41 to 14, Washington, May 21. After a lonn ami excitinc debate on the joint resolution recognizing a state of war in Cuba and declaring that strict neutrality shall be maintained by the. United States, passed the senate by a decisive vote of 41 to 14 at a late hour yesterday. The announcement of the vote was. received with tum ultous applause, which drew from Hawleyan emphatic protest against the "mob" demonstration. The resolution, us passed, 19 as fol lews: Resolved, That the condition of public war exists between the govern ment of Spain and the government proclaimed, and for some time main tained by force of arms, by the people of Cuba, and that the United States of America shall maintain a strict neutrality between the contending parties, according to each and all the rights of belligerency in the ports and territory of the United States. The vote on the iinal passage of the resolution was: Yeas Bacon, Baker, Bate, Berry, Butler, Carter, Chandler, Chilton, Clark, Clark, Clay, Cockrell, Cullom, DaviB, Deboc, Forakcr, Gallinger, Gor man, Ilansbrough, Harris (Kansas), IIeitfeld,Jones(Ark.),Kenney,Linsey McBride, Mantle, Mason, Mills, Mor gan. Nelson, Pasco, Pottigrew, Pettus, Pritchard, Rawlins, Shoup, Stewart, Thurston, Tillman, Turner, Turpie, Walthall 11. Nays Allison, Burrows, Caffery, Fairbanks, Gear, Hale, Hanna, Ilaw ley, Hoar, Spooncr, Wellington, "Wet more, White, Wilson 14. An analysis of the vote shows that tlic affirmative was cast by eighteen Republicans and nineteen Democrats and four Populists, and the negative twelve Republicans and two Demo crats. Only the front rows of the senate galleries were occupied when the ses sion opened the belief being that the Morgan resolution would not come up until 2 o'clock, but at 12:30, after a brief debate on the lack of facilities for shipping relief supplies to India from New York, at the requestor Morgan, the resolution was taken up and Thurston addressed the senate. Thurston finished his Caban speech by declaring that the United States should send her strongest battleship to Cuba and station her at the harber of Havana, where her frowning guns might awe the spirit of tyranny and revive hope In those struggling to be free. Elkins followed in opposition to the resolutions. The motion to refer the Morgan resolution to the senate was then made and lost. The detailed vote on the motion to refer the resolution was as follews: Yeas Allison, Burrows, Caffery, Davis, Fairbanks, Gear, nale, Hanna, Ilansbrough, nawley, Hoar, McBride, Perkins, Shoup, Spooner, Wellington, Wctmore, White, "Wilson-10. Heitfleld, Jones, (Arkansas) Kyle, Mantle, Ma son, Morgan, Mills, Pasco, Pettigrew, Pettus, Prltchare, Rawlens, Roach, Stewart, Thurston, Tillman, .Turner, Turpie, Walthall, Warren 34. Fairbanks Republican of Indiana, then took the -floor to deliver a set speech on the Morgan resolution. Fairbanks closed by offering an amend ment for Intervention by this goyern Tuent for Cuban independence. Caf fery, of Loulslanna, followed in a set speech Fairbanks' amendment was tabled by a yote of 35 to 15. This brought nale forward for a final protest, nespoko with intense earnestness and feeling, and with a H CONGRESSIONAL He declared that the elements opposed the opposition Democrats and Popu lists Had furnished the bulk in favor of the resolution and that the foreign policy of the administration vra thus to be dictated by Its oppenents lie expressed the fear also that the resul ution would lead to a war with Spain. Spooncr added his protest against trying the hands of the aa- nunlstratlon. Gorman closed the debate, resenting the suggestion that party lines were drawn on the resolution, and assert ing that the administration should have dispatched a war vessel to Cuba to protect our officials on the island The iinal vote was then taken and the senate adjourned to Monday. Willie Ilitt disclaimed presidential authority for ills statement, It was well knovn that he had been In con sultation with McKinley on the ques tion and knew whereof he spoke. CONFIRMED. The senate has confirmed the nomi nation of Win. II. Morrow, of Califor nia, to be United Slates circuit judge of the ninth judicial district. SAN PEDKO'S HARBOR. Secretary Alger has made response to the senate resolution calling for a statement as to what has been or is about to be done with reference to making contracts for the improve ment of San .Pedro, Cal. The secre tary submits the wtole subject to congress fqr further instructions ot as to its purpose whether to create simply a harbor of refuge or one of refuge and commerce.
