EDITORIAL.
The Salem Statesman gays the state
treasury Is filling up with funds and
Is anxious for a sncclal session to
make appropriations. The treasury
would not till up If the county boards
would exercise good sound horse sense
and send the state sufllclcnt funds
only for running expenses keeping
the surplus at home to pay off county
Indebtedness. No use of giving the
state treasurer all this large amount
of money to speculate on through
favorite and confidential banks.
Keep It in the hands of the people
until needed. Eugene Guard.
The Guard Is a Democratic Bryan
paper and a silver sheet and a popo
crat, and all that, and don't under
stand the first principle of "finance."
Don't It know that It is urgently Im
portant that $000,000 to $000,000 taxes
be collected off the people and hus
tled into the stale treasury at Salem V
Wo need It there to look at. The
people have money -to burn and will
be relieved to know of a safe place to
put It, where lt will stay locked up
until the governor calls an extra ses
sion to let It out. Besides If the
counties did not pay It In, to lie Idle
at .Salem, they would use it to slop
interest on their lloatlng warrants.
The slate don't need the money, but
the treasurer wants something to
1-tok at, If ho has iioti.lng to do.
But enough of fun. The facts are:
The stitto has no debt and no out
standing warrants The counties
have. But why should not the tax
money be used by tho counties to slop
I merest? It Is preposterous to hustle
the money In to lie idle at Salem
when there are floating debts out
standing In every county drawing

Strict construction of the law may
require that this money bo collected
and paid In." But never beforo has
the law been strictly construed. The
slato treasurer's records will show
that ho has allowed tho several coun
ties, or tho stato, a great deal of lati
tude and discretion In tho past. The
facta will bear us out that counties
have paid by installments about as
thoy have pleased In tho past. Somo
have paid up fast and pome slow The
law of collecting taxes has not been
given a strict construction In somo

delinquent.

Mark Ilanna's editorial bureau at
Washington sends us tho following,
so it must be true:
"The millions or dollars' worth of
foreign goods .rushed In from abroad
by Importers who had no regard for
the prosperity of the governmentor of
the worklngmen, will prove a serious
handicap to tho workings or the Ding
Icy law. The fact that enormous
quantities of goods In excess of pres
ent demands have been brought in,
will, of course, check the Importations
of the first few months after the
enactment of the Dlngley law, and at
the hamel time reduce the demands
upon the home manufacturers for
their goods. Peoplo cannot, expect
that the new law will be at once
effective, either as a revenue producer
or a reviver of industries, because of
the enormous importations already
made In anticipation or its enactment.
But ror the retrospective clause of
the Dlngley bill, they would have
been much greater bcrorc the final
enactment or the law."
The "retrospective" clause is going
to save us. We are glad that was put
In. We shall at least have a "retro
spective" prosperity lfwc don't get
anything else. Well, perhaps, ItV
best. But Joking aside, any changes
In tho tariff cause an Increased rush
or Imports. The Dlngley bill will suf
fer from tho effect of over-stocked
warehouses and excessive imports.
The country will not got tho benefit
of Its supposed virtues ror somo time
after It goes into effect, even If it ha"
a "retrospective" clause. A great
many people will stumble over that
word. What does It mean? They
don't say "retroactive," because nn
10 year-old boy knows no such law can
be enacted, iritis "retrospective,'
but not "retroactive" It Is useless. If
ir It Is "retroactive" It will not
last two minutes in the courts.
