Speaking of his victory. Mayor-elect Harrison said: "There is no danger that the city will be handed over to two years of vice and debauchery.. Total, 287,434 Harrison's plu rality, 77,730; Harrison's majority overall, 2222. Complete returns show the election of twenty-three Democratic aldermen, six Republicans and live independents. The Democrats will have a malorlty of eight over all in the next council. According to the Record the vote for the "Democratic ticket was in creased through Republican strength thrown by machine Republicans who feared the election of Harlan, Inde pendent. The Democrats also aided the Republican politicians who sep arated from the regular organization after the recent bitter contest for the United States senatorshlp, One con sequence of the overwhelming Demo cratic victory ' will probably be the formation of a now civic party which will not recognize national issues. NEAKLY BLOODSHED. The attempt to steal a ballot-box in the 17th ward and a few scraps were the only incidents yesterday. A mob made a desperate attempt to steal the ballot-box of the 14th precinct of the 17th ward. The bravey of the police prevented the consummation of the crime. The pollng-place was kept In a restaurant at 309 West Klnzle, kept by John Rubert. A lew minutes after 4 -o'clock men gathered In front of the poling place. The judges and clerks paid no atten tion to them and continued counting the ballots. The men crowded in the doors. The police warned them to keep away, but this seemed to be the signal for an onslaught. The plate glass door was broken and the mob pushed in the door and tore away the locks which held the- door. Once on the inside the men began to yell "The ballot box." Policeman Eastman and Sawyer took out.thelr clubs and began knock ing down the invaders. Still the men poured in, pushing closer to the ballot-box. Tor the time it looked as If the men would succeed in stealing it. It was a light between 700 men and two policmen and the judges and clerks of election. When It was seen the mob was getting the best of the combat Eastman and Sawyer drew their revolvers and threatened to shoot the first men to 6tcp toward the ballot-box. In the .meantime a citizen turned in a riot call and a wagonload of police hurried to the scene. When the wagon appeared the crowd had dispersed. Blood could bo seen all oyer the floor; as a result or the fight. No arrests jwere made. Eastman and Sawyer were bruised but none of the judge? or clerks were hurt. After the place was put in order the count ing of the ballots continued. The little 4-year-old girl or J. L. Lacy, of Astoria, fell and cut the arteries of her wrist with a piece of glass and nearly blead to death. Private advices from Washington Indicate that II. W. Corbett, the sen ator appointed from Oregon to fill the Mitchell vacancy, will be seated. He will get votes besides the Repub lican members, If they arc needed. The following Is an editorial from the Los Angeles Times, March 23: "There Is current in Washington, and lias been for the past fortnight, a rumor that the Oregon house of as sembly, In Its late lamented legisla ture, had failed to organize just in order to prevent the election or John II. Mitchell, so as to give Gov. Lord the opportunity to appoint II. W. Corbett to the vacancy Such a story might find credence at Washington, but it will find no supporters here on the coast where both Gov. Lord and Senator Corbett are well known. If Mr. Corbett had never occupied a scat In the senate, one might look upon it as a case 'f senile ambition, but the fact that lie waschalrman of the con -mittce on post roads in that body dur ing the most exciting period of all its annals the trial of Andrew Johnst n on impeachment and that he was a man generally looked up to by his contemporaries as a man of high char acter and sterling worth, shows that he has not sought the senatorshlp merely to gratify personal vanity." "People in Washington who did not keep up from day to day with the dog-in-the-manger proceedings cai ried on at Salem, merely look upon it as a failure to elect, such as occur red in Idaho, Washington and Mon tana, some years ago. In every one of those states, at that time, both houses of the legislature were fully organized. This was a different case entirely. When the Oregon legislat ure met at Salem, tills year, the sen ate organized the very first day, while the house neyer organized at all. The entire constitutional lim itation of the legislative session went over without passing a single bill. It is the failure to organize that gives the govrenor of Oregon the right to appoint a senator to fill the vacancy; and the cases of Idaho, Montana and Washington are not parallel for this rason."
