The committee on health and police reported against the petition for a health inspector, but recommended that tbe city proceed at once to clean up tbe streets and alleys of the city, under direction of the street commis sioner. Carried unanimously. The committee on insuring city hall reported that they had taken 16.000 Insurance on the same, and the re corder nas instructed to make war rants to tbe different companies, at the rate of 81.90 per hundred for three years. Upon motion the city hall com mittee was Instructed to remove the tire bell to Its proper location in the new city hall. The city treasurer was Instructed to collect the Intercut now due on the SUte and Oak street improvement bonds and upon the sewer bonds In block 5S. Mrs. J. U. Woodford and others petitioned for the building of side walks on lots owned by J. G. Wright and It. N. Gaylord on ISth street in Capital Park addition. Referred. Property owners who constructed an alley sewer In the blocks from Court to Marlon street, between Church and Cottage protested against Its use by certain parties who had not shared in its cost. Referred to the street committee with power to act. Wells Latourette and R. St. Helen made application for the position of Jan I tor of the city hall. A report was received from Super intendent Paine of the Asylum, com plaining that the Court street sewer east of Fourteenth street Is grown full of roots from adjacent trees, and asked that the city take some steps to have the same corrected. A New Editor-in.Chief. The student body of Willamette university held an Intensely Interest ing meeting Tuesday afternoon, the purpose being the election of an edi tor-in-chief of the Collegian, to suc ceed Ralph A. Watson. Two candi dates were nominated for the office, viz; Messrs R. W. Williams and G. C. Miller. The first ballot, consisting of 100 votes, resulted In a tie. Another ballot was spread and the timely ar rival of a Williams supporter resulted in that gentleman's election, notwlth tanding some unusual and per haps uncalled for tactics- resorted to by certain members of the opposition who thought by the careful applica tion of which they would succeed in injuring Mr. Williams candidacy. The new editor-in-chief is well and popularly known among the students and is in every way eminently quali fied to fillj the position with which his fellow students have honored him. The high-standard of excellence at tained by the school paper under Mr. Watson's efficient management will be maintained and still further ad vanced.
