Daily Capital k Journal BY HOFBR BROTHBRS, TIIUIIHDAY, JULY JO, 1890. A STArLE ARGUMENT. Every ono Is talking sliver. Can you trivet ujiy Intelligent reason why ? why should the whole country be booming" the product of a few silver inlncrriund silver speculators In the West? wnv should mey do moving heaven and earth In order tit force the government to pay two prices for every -pound of sliver which the uilue owtierHcan hire dug out of (he moun tains of the West' Why should the government guarantee them 81,2!) an ounce, when sliver Is worth scarcely 70 cents an ounce? The above Is from the Iowa Slate Hcglstcr. It is a staple argument of the gold press, but It contains an ad mission that tlio people of Iowa are awakening on this mibjcct. As In Oregon, the discussion of the silver question has been suppressed In the newspapers and on the stump. The people have been kept In Ignursuice and yet In spite of the fact that all the big newspapers and all the b'g politicians and bankers and olilco holders have been against silver It is creeping upward and will in spite of the gold combination take Its place beside tho monopolists' money metal in tho laws of our country. Look at the mistake our dear old friend of the Register has fallen Inte: Under free colnago the government never bought any silver or gold and will never have to buy any. It simply coins both metals at Its mints at u legal ratio and returns tho coined money to the owner. It never would have to buy or redeem any of thoso dollars. If It wanted money and could not make any out of paper It would have to borrow It of the Amer ican people and It ought never to bor row any of anybody else. Yet our dear friend of tho Register, will wo presume, go ontelllng the people tho ubovosluir and moro like It if tho gold people and the bankers tell hint to. And that Is the kind of sl'ulT all tho big papers with a few exceptions are telling their readers, Just as they told them before 1800 that every aboli tionist was a nigger stealor uud wanted your daughter to marry u nig ger. Now the nigger In the woodplloi has golden hair. MR. HL-AINE ON STANDARD. A OOLD THE FIGHT ON MR. IJOURNE. Tho Oregonlim Is carrying on a iniwt cowardly light on Jonathan llourne, secretary of tho state central committee. As Mr, llourno was only seorotary during tho campaign and has nothing more to do, tho light on IiIiii Is really contemptible, In view of tho fact that ho wiw elected to tho li'glHlattuo from Multnomah county by tho largest vote of any man who ran on tho ticket with him. He did moro to hold tho silver men of tho state with tho party than any other, and If he docs not now stand on tho St. Louis platform no ouo know.) It nml ho has not said that he docs not intend to support MoKlnley. When ho sayB that.thoro will bo time enough to llro him out of tho party. Hut tho light on Uourno Is really to prevent him from bolng elected spoaker. Tho light to drive him out of tho party is to provent tho election of John II. Mitchell. Tho Oregonlim and the gold standard patriots arc afraid of Mr. llourno as an orgauUer and politician, Ho lias been too much for them on more than ouo occasion and they see no way to copo with him In tho party so ho Is to bo relegated to tho Umbo of Populism, driven out among tho Democratic swliio, and tho saints of purity, llko Scott and Simon, are to Hook by tliemsolves la u heaven that Is not disturbed by tho presence of tho wily Jonathan, After tho Oregouluu says a man Is u J'opuust, nml sends Its reporters James G. Maine was for mpny years the idol of a large section of Ameri can people. He was one of the few really great men of recent years. That he did not become president did not detract from his greatness. Political opponents admitted his learning and ability. Jaiiics G. Blaine, viewing the struggles on behalf of a single gold standard, wrote U) warn his countrymen and the world of the danger of Its adoption. In February, J878, he said: ' "I believe the struggle now going on In this country nnd In other couu tries.for a single gold standard would, If successful, produce widespread dis aster In and throughout the commer cial world. The destruction of silver and cstnbllshlng'gnld il8" S(l'e "till of value must have a ruinous cITcct upon all forms of property except those im provements which yield a llxod return In money. It is l.npjstlblc to strike silver out of existence us money with out results which will prove distress ing to millions and disastrous to tens of thousands. I believe gold and silver coin to be the constitutien: In deed the money of the American peo ple anterior to the constitution, which the great organtlc law recog nized as quite dependent of Its own existence. No power was conferred on congress to declare metal should not he money. Congress has In my judgment no power to demonetize silver any more than to demonetize gold." James G. Hlalno, February, J 878. For the llrst time In the history of this nation a political party, through delegates assembled In national con vention, has declared for tho single gold standard, against which Mr. Hlalno wrote so forcibly. The Repub lican convention held at St. Louis de clared for a gold Htaudard, and If Its declaration or principles should be enacted Into law all of the silver of the country will be robbed of Its pow ers save as a more token coin. A small eleipent of the Democratic party favors the samo declaration, but the great mass of both parties is in favor of the money of tho constitu tion, gold and silver. It Is doubtful If the fulllllniout or tho St. Louis platform would not be a violation of the constitution. It certainly would be gross Infringement upon Its spirit. Republicans should ponder carefully the utterances of their former great leader and compare them with tho declarations of the late gathering at St. Louls, whlch Ignored the constitu tion in ordor that It might do tho bidding of Hanna and Piatt. Portland, July 10,-To the Editor. In your leading editorial of Monday morning you state that ynu have In formation of the distribution of Popu list literature through the headquar ters of tho Republican state central committee. I beg space for the denial of the statement In the most emphatic terms. Your Informant has brought you false Information. The recent campaign, which resulted In the election of two Republican congress men and a Republican legislature, thus Insuring the election of a Re publican United States senator, was conducted by the stato central com mittee under the most discouraging conditions. In every county fanatic appeals were made to the voters, with a view to weaning tlicin away from party fealty, and It was the general remark of leading Republicans throughout the slate that never be fore was there such a seeming Babel In Oregon politics. The result Is therefore certainly most gratifying, and would of Itself dispose of the charge made. Disloyalty on the part of a party olllclal is treason, and not the bitter ness of factional hatred even should permit treason to be charged against a man whose life both private and public has been an open book to his neighbors and fellow-citizens In this state, who know that never, oven In tho hour of mostkeen disappointment, has he faltered in his loyalty to his party and his country. The literature distributed during tho campaign, prior to tho election, was such as would have passed the closest scrutiny of the most orthodox Republican, while the speakers sent into the various counties were such as wcro satisfactory to the regularly constituted committees there. Hon. T. T. Gecr gave three weeks of his time before election to Yamhill, Polk Morrow, Umatilla and Union coun ties. Ex-Congrcsomiin George mado several speeches In Yamhill, as well as oilier counties of tho llrst congres sional district, while Hon. S. M. Yoran gavo thocommltteo as much of his tlmoasposslblo In several valley counties; Hon. C. W. Fulton spoke In tho valley and in Eastern Oregon; Hon. H. II. Miller spent soveraj weeks In addressing audiences throughout the llrst congressional district, while Hon. TilmoiiFord, at the committee's request, left his home In Salem to speak for tho party In Umatilla county; Mr. Ivy spent several weeks speaking tu Eastern and Western Ore gon, and Mr. McCamant spoke In Sherman, Yamhill and Lane counties I might name many more, but space forbids. Anieotlng with the four electors, here over two weeks ago, with a view to outlining tho policy to bo pursued during tho coming campaign, was re quested by me thus early, In order that nothing should bo left undone which Is necessary to carry the stato m m: m sf Ssr M ' e i T Greatest Highest smallest Quantity.
