E, Moores 2 50 The bicycle ordinance was laid over on account of Alderman Smith's ni ne. In regard to wages of men on the streets, It was decided to maintain tha same at 20 cents per hour. Saloon licenses were, upon motion, granted to Messrs Haack & Necfeer- man, Paul. Obeibeim, J, Fountain, Butte & Wenderoth, and. to Eugene Eckerten. W. H. Anderson was requested to op pear at the next session of the coulcII to give reasons why he should cot be refused a license. City Engineer Culver reported that the state authorities would run the Court street sewer across Mill Creek If the city would bear half tho expense, about $175. Ordered. City Attorney Bigger's opinion that Ex-City Attorney Condit should bo al lowed his claim for services in the ci:- cuit court was agreed to and same or dered paid. Alderman Duncan suggested some changes in tho fire department that would save the city some $300 per year. The following message from Mayor Gatch was then read and referred: Tbo Aldermen or the City of Salem: In-u conversation with Judge Hub bard, he informed me that the petition of our citizens regarding the bridge across the Willamette had been referred to the city council. In tho course of our talk he said that be thought the city should do repairing of the bridge and if we would render a bill to the county for one-third ot the expenses be would advocate tbo payment of that amount by the county. Now, so a citizen of Salem, I think this unfair treatment of the city. We pay our proportion of the county taxes, but the county court would tax us twice for tae keeping up of the bridge. There is expended on bridges and roads in Marlon county over $17,000 per annum, ono-tblrd of which Is paid by the city of Salem, and not a dollar of it ex pended within our limits. A bridge built by order of our county court in the extreme confines of tne county coats Salem one-third of its price. The bridge across the Willamette however, must have parlv attention, and aggrieved as we may feel over the matter we should see that It is protected and repaired. As It stands now, It is subject to the council and the whims of two county courts. If possible let the city assume control of It; we will be obliged to sooner or later, for there seems to be no prospect of its receiving Just treatment otherwise. In doing this I am fully aware of tbo expense tbe city will assume. We have Issued $60,000 of bridge bonds with an annual Interest thcrson of $2,600 In addition to this the repairs will bo of no little amount, so would It not be wise to raise this cost by a toll upon tho users of the bridge? I think so, and that If we take the bridge It should b dono and this vexed question of its safety and repairs settled. How easily this trou Is could have bcou avoided by a little foresight when the first bridge was built. A definite such new brlde,and make an estimate of the cost of fcueh repairs or erection and of (net r proceedings make1 due re port to the court, tozetger with a plan and specifications of uch new bridge, or a statement of the proposed rtpitrs. If the court shall decide to appropriate the amount tieceseaary for lUt erection or repairs, they shall submit such esti mate of erst together with the plan of fuch bridge, or statement of repairs to tbe county court of the other county Interested; and if Bald county court shall upprove the tame, and agree, to defray one-holf of the whole sum es timated or appropriated, together with the one-half of the tiecessary costs of view, then the county coatto which application was first inadeshall proceed to appoint a superintendent and build Bald bridge, or niaketiala repairs, as provided In etctlou 4140; the other one half tbe whole costs and expenses of which shall be a legal claim against ar d be paid by said adjoining county." Tbe gentleman was present and also uldressed the council on tbe subject, l-'ed. A petition was read asking the open ing ot Eighteenth street between State and Ferry. Referred. A letter from Congressman Hermann on Willamette river improvements was read.and filed. The following ordinances were road for tbe first time and second time by title, and duly referred to the com mittee on ordinances, tewlt: To create a city street and bridge fund; to estab lish the grade of Twelfth street fwlth an amendment to title, showing be tween what paints tbe projected grade Is to bo made). To transfer tbe sum of $2,792 30 from tbe road fund to the general fuud (to reimburse the latter fund for the amount expended there from, on the construction of the Com mercial street bridge. Tbe city hall ordinance to transfer $8000 from tho general to-tbo city hall fund was read the secoud time in full, and was referred to tbe city ball com mittee. Adj-iurned. Opening of City Schools. All teachers, elected by the board of directors for tbe Salem public schools, will pall at tbe aqperintepdeufa ojflpe Thursday or Friday and sign up con tracts. On Saturday morning at 10 o'clock there will be a meeting of the princi pals with tbe superintendent in his office. On Monday morning at 8 o'clock tbe teachers will meet with their respective principals at their respective spboplg At 9 o'clock the schools will be col. lected, and classes adjusted. Tbe pupils will receive lists of books, etc., needed In their respecllvo classes, and will then be dismissed for tbe day, In order to get supplies. All classes will report (or regular lesson work on Tuesday morn ing. It baa been tbe custom of sorao not to come to school on Monday.argu lug that nothing will be done but to give out slips and take up promotion cards. It Is desirable that tbe pupils who expect to be present on Tuesday, come also on Monday. If pupils re main away tbe classes may be distri buted in such a manner as to leave no room for such pupils on Tuesday with out a re-arrangement. This causes waste. On Monday afternoon at 2 p. m., the first regular meeting of tbe teachers will be held, In tbe prlncipa1room at the East scbool.lt is essential that every teacher attend this meeting.
