In no country has the marriage rate dec'ined su greatly in recent years as in Ire. and. The greater portion of divorces take place between the fifth and tenth year of married life. Twenty-five states and territories for bid marriage between white and "col ored' people. In the last 25 years the marriages in Rusia have numbered 11,820,000; the di vorces, 18,411, or about one to every 1,000 marriages. San Francisco has the greatest propor tion of divorces to marriages of any city in the world. For every 10,000 marriages there are 2,233 divorces. The Greeks had two forms of divorce sending away, going away. In the first the wife was dLsmisi-ed; in the second her leaving was voluntary. In Minnesota a decree was given to the wife because "the defendant never cuts his too nails, and being restless in his bleep scratches the plaintiff severely." Of 1,540 marriages contracted in Prus sia in 1889 between blood relations, 1,42? were between cousins, 110 between un cles and nieces and 10 between aunts and nephews. Illinois leads the states in divorces. During tho 20 years ending with 1880 there were 30,072; Ohio came next with 20,301; Indiana had 23,103; Pennsylva nia, 10,020; New York, 15,335;' Missouri, 15,278. Nearly all the states fix a period after the expiration of which a husband or wife abandoned by the other becomes legally free. The period is from two to seven years, and the absence must be counted from the time the last tidings were received from the absent partner, rumors not being considered as tidings. St. Louis Globe-Democrat. WOMEN'S WHIMS. Congress gaiters, tho old time style, with tho elastic at the sides of the an kles, are said to be coming in fashion again. While black hosiery is in general de mand, there is a steady call for colors, and many Indies select them to match all of their dresses. Street costumes show the practiced hand of a tailor and are for tho most part quite as plain as the most conserva tive taste could desire. The usual high novelties in the glove lino come out with the utmost regular ity, but are rarely seen on the hands of ladies of conservative tastes. Little girls' dresses have sleeves made up of a series of nifties. This style is used upon almost all materials and with any model that may be tancieu. Skirts have changed but little since the first spring models came out. They still clear the ground and aro under no circumstances to be made to touch. Some of the capes are very full, with fluffy collars and in some cases the con spicuous and cumbersome bow that seems to have become a fad with women who follow tho fashions. One of the new wraps is a sleeveless jacket with a cape. This is exceedingly convenient, as it slips on and off with very little effort, a point not to be over looked iu these days of puffy sleeves. Jackets are shorter than heretofore, with less fullness in tho skirts. A great deal of angularity is observable in trim mings. Braids are put jon with square corners pressed fiat, long points, angles and cross sections. A simple and stylish house dress is made of olive green wool challis. The skirt is in bell shape, with three tiny ruffles of olive silk just above the hem. The waist is close fitting, with a shirred vest and full puffed sleeves of silk. A folded girdlo and green bow finish this costume. New York Ledger. RAILROAD TIES. The Lehigh Valley is laying a double track from Avoca to Everhart Junction, N. Y. H. D. Taylor has been appointed su perintendent of tests of the Lehigh Val ley. Mr. Taylor formerly held a similar position with tho New York, Pennsylva nia and Ohio road. It is scarcely necessary to deny the oft repeated rumor of Receiver b. li. a. , Clark's resignation from the Union Pa cific. John Jacob Astor appears to have in herited the quality of thrift from hii an cestors. Tho stories told about him iu tho vicinity of his office at Twenty -sixth street and Broadway are scarcely credi ble, in view of the enormous wealth of the present head of the Astor family in America. The general idea of a hundred millionaire is that when he gets shaved at a public barber shop he gives the barber a tip. Mr. Astor, however, ia not misled by any false idea of pride. Hence, when he goes into one of the bar ber shops in the hotels near his office tho boy is slow to assist him off with hit coat, and tho barbers glance at him in differently. On one occasion when h' hat had blown off in the street and be come stained with mud, Mr. Astor al lowed the boy to clean it up thoroughly with alcohol and soap and then thanked the boy for his trouble. He was poorej only in thanks. Ho seldom eats in restaurants, though his cousin, William Waldorf Astor, nearly always ate his lunch at Delmoni co's when he was an American. John Jacob Astor's tip, when ho gives one, usually startles a Delmonico waiter- something that a large tip has never yet accomplished. Mr. Astor is tall, thin and rather amiable in manner. He reads the Italian, German and English papers, apparently with equal facility, and he is nearly always alone. It seema incredible of the man that he should be charry of his tips because he wishes to save money, for it is known that he en tertains liberally on his yacht and in the country, mid he has donated large sums to charity. It may be that he objects to tips oil principle. It is certain that ho does not practice tipping in any form whatever. New York Sun. New York Crowds. Tho hurry and the bustle of a New York crowd I Everybody talks about it. Everybody feels rushed. It is a tradi tion that the wholo population of the is land of Manhattan is on the dead run fully 20 hours out of tho 24. But some time just take the time to notice the crowd and your progress on the street and at tho same tnno actually try to move rapidly. Don't try to move against the crowd. That isn't a fair test. Get on your own side of tho walk and gc with the throng. Have five minutes in which to get from Wall street to the postoffice. You can easily doit, you say. Trv it. See how many men you will stumble up against in your haste. Notice the number who are standing like trees in the middle of the walk admiring the pictures in the windows opposite. Watch the action of the whole mass of people when they come to a workman placing a stone in" a new building. It will be evident to you then that the normal con dition of a New York crowd is one of rest. When one looks down upon the crowd, it seems busy. It is really a sluggish stream. Try to go faster than the cur rent and you will find how slow it really is. Some people may move fast in the .streets. But the hurrying crowd? There Is uo huch thins. New York Tribune. New a.
