BAD BANK SUSPENSION. A Half Million Financial Failure. Joilet, 111., Dec. 1. The Stone city bank suspended yesterday by reason of embarrassment by the shutting down of tho Enterprise company. The bank was operated by H. Fish & Sons and was thought to bo ono of the soundest financial institutions in tho state. The failure is believed to bo a heavy one. Tho trouble began with tho Enterprise company confessing judgment for $183,126 and ililng a trust deed to Mrs. C. A. Miller for ?130,313. It Is estimated that nothiug less than a half million dollars will settle the firm's affairs. The failure of the Enterprise company, It is announced Is due to tho dull season. Tho af fairs of tho bank are so involved with those of the company that it will take considerable time to un ravel the tangle., Many business houses of Joilet kept accounts at tho bauk. The suspension will result in "great embarrassment to them. The greatest sufferers, however, will bo the laboring men, as many em ployes entrusted funds to tho bank, and now thoy are out of employ ment and their money Involved. It Is not believed, however, tho bank's condition is boyoud resuscitation. Thero is prospect Its affairs will bo straightened out speedily. Tho de posits are from $100,000 to $600,000. As for tho mill, it Is not believed there Is any possibility of Its re sumption. Tho Herald says the navy department, profiting by the experience of the lato revolu tion in Venezuela, has determined not to be caught napping again when American Interests are in peril in those waters. Acting upon tho advice of tho state department, a naval vessel will be kept perma nently In the West Indies along the northern coast of South America, as It was a source of deep mortification to the department authorities to be lependent upon foreign warships to look out for our interests during the late war in Venezuela. Not to be loo severe on the men, who are rare ly allowed their liberty In the Southern ports, it has been decided to change the vessels on that station. The Kearsarge, now at La Guayru, will be relieved by the Atlanta. The men of the Kearsarge haye not had any liberty sluco she reached the coast of Venezuela on her return fromTrluldad, aud it is to give them au airing on home shores and at the same time prepare for the winter's cruise of this vessel that she has oeen ordered to the Norfolk navy yard. She will not leave Venezuelan vaters, however, until relieved by the Atlanta, which Is now en route to tho Norfolk navy-yard from New York, to take on a few stores before sailing south. City Destroyed. Panama, Dec. 1. Buona Ventura hus suffered severely from a fire, a great portion of that important dis tributing center for the Pacific slope of tho republio having been destroyed on tho 19th by fire, causing irrepar able loss and wide spread desolation and ruin, as the perfect telegraphed to tho governor here. Later advices announce the fire destroyed between GO and 70 buildings, including tho court houso and prison, but the prin cipal commercial houses wero un injured. THE WYOMING CONTEST. General Newton as a Successful Salary Drawer. Washington, Dec. 1. Secretary of tho War Elklns, iu his ofllclal capacity, promises to become a con spicuous figure in the Panama canal proceedings, whereby American in terests are seriously jeopardized. Secretary Elkins' attention has been directed to the fact that General John Newton, who is president of tho Panama Hallway Company, is a mujor-goneral on tho retired list of tho United States army. Tho( Pan ama Bailway Company was organ ized under the laws of New York aud given a chaiter which guaran teed that tho enterprise shoald al ways bo coutrollpd by American stockholders. The company passed almost entirely Into French hands, but Genoral Newton remalued as president, and has regularly drawn both tho salaries of a retired officer and of tho presldeut of a railway company, which only awaited the expiration of its contract obligations to Immediately attauk American in terests. As soon as Secretary El kins' attention was drawn to this stato of affairs, ho recognized that General Newton was occupying a commercial position inconsistent with tho spirit of his military posi tion and inimical to tho interests of tho American government, under whose flag ho Is still enrolled, sluco ofllcers of tho retired list aro tonsid ered by tho war department as being still In tho service of tho country. Total valuo of all taxablo property $12,652,610. MINISTER DISAPPEARS. Ho Was Deeply Interested in a Certain Young Lady. Long BiiANch, N. J., Dec. 1. Tho members of tho Jersey confer ence of the Methodist Episcopal church are at present exercised over tho disappearance of the Rev. Geo. S. Sykes, who was the pastor of tho first church at Long Branch. Mr. Sykos left here on October 27, to at tend tho convention of the Chris tian Endeavor society at Brldgeton, and did attend It, aud was thought so much of that he presided at sev eral meetings. At the closo of the, convention he purchased a clerical ticket for Camden or Philadelphia, and from that time no information has been received by his family. It is stated that be visited this place after his return from Brldgeton, but bla wife, who was visiting friends at tho time, did not see him, and says that she has not had any communi cation from him. His friends hero paid no attention to his absence at first, thinking he had probably gone away for his health, ns ho had com plained of feeling unwell, but, not hearing from him for somo time, concluded that something was wrong. They visited Mrs. Sykes, but she was uuable to account for her husband's disappearance, and she Invoked the aid of Rev. W. A. Allen.ofViueland. Ho started out to hunt for the missing minister, but his search was fruitless. Those who are inclined to take the most lenient view of the case suggest that during an attack of dementia Mr. Sykes wandered away and has perhaps been placed in confinement some where. It is said that ho was at one time afllicted with a mild form of insanity. While ho was in charge of the church here, Mr. Sykes had some trouble with his congregation owing to the interest ho took in u certain young lady who attended his services and whom somo of the members spoke disparagingly about. He.defended her, and it is said that he even went so far on several oc casions as to tako her out with him in the society of his wife. It is stated that the young woman iu whom Mr. Sykes had interested himself is also missing. Bribery.' Cleveland, O. Dee. 1. Harvey Myer. ex-Bpeaker of tho Kentucky leg -latureaud a prominent member of the Covington, Ky. bar, was in dicted by the grand jury for offering a bribe. The transaction took place somo time ago and consisted in an alleged oiler of a bribe to John Drooge, president of the board of aldermen, to vote for the passage of an ordiauco civiug a charter to the South Covington & Cincinnati street railway. Another incictment was found agaiust Attorney John Baker for receivlug a bribe whilo serving as councilman for the same purpose. Dr. Scott's Funeral. Washington, D. C, Dec. 1. The annual report of fourth Assist ant Postmaster General Itathbone, shows 4105 new postofllces estab lished during the year. The year closed with 07,119 postofllces In the United States; the largest Increase In number of new postofllces Is in the Southern stales. Bathbone sug gests an amendment to the law making mailing of green goods cir culars a continuing offence from time of mailing to place of destina tion, so that prosecution can take place at either point. A similar en actment in regard to lotteries has about swept them out of existence in two years, and ho believes the same effect would follow In cases of green goods swindlers. Tho Brussels Conference. London, Dec. 1. A special cor respondent reports that the commit tee of tlie Brussels International Monetary conference decided last) night against Rothschild's scheme. This, however, the correspondent says must not be taken as a' bimetal list defeat. The committee will now proceed to decide upon the combined Rothschild aud Soetbers plan, with modifications proposed on behalf of the latin union.
