was a valuable piece of property,
and brutality was always tempered
with a reward for the welfare of tho
property. Tho health of tho slave
was looked after. The conylot
lessee, the task-master of tho unfor
tunate victim of his own Ignorance,
Inherited instincts and race preju
dice, Is restrained by no suoh con
slderation. All be cares for is to get
as mnch work at as littlo expenso as
possible out of tbo human maohlno

he sends it back and procures anoth

This lease system bas cried aloud
to heaven for years, but lu valu.
The finer sentiments of tho South
were dulled by slavery, aud bavo

was shown in Tennessee a year ago,
when tho governor called the legis
lature together in special session to
abolish tbo lease system, and It ad
journed without taking action, a
crime for which tho state has slnco
paid in blood and treasure. In
Georgia a eeutlmont against tho
leasing of convicts to contractors Is
gaining ground, aud the matter will
bo presented to tho legislature.
There, as hero, tbo most popular oc
cupation suggested for the convicts
is work upon tbe publlo roads. Tbo
legislation proposed embraces thu
cessation of the lease system as fast
as the present contracts expire, tbo
creation of a stato engineer's depart
ment, which shall bavo chargo of
tho work ofsurvey lug and construct
ing roads, and the employment of
convicts on the latter work, Other
Southern states show a dogreo of
Inertia and indiflerenco on this sub
ject that Is appallng, in view of tbe
essential Inhumanity of tho leaso
system In its practical operation in
tho South. Oregon lias no sin
against humanity to rououuee, but
sho has an cconomlo problem to
solve, tho realization of as much
value as possible- from tbo labor of
tho convicts sho must support,
without brluglng thorn Into compe
tition with free labor. Tbo solution
must bo roads.
