AN UNJUST ORDINANCE. Teamsters on Street Works Asked To Pay $15 License They Should be Relieved of This Tax. The Journal has always upheld the enforcement of oily ordinances and the ofneers of the law in doing so. The city marshal and recorder are ouly doing their sworn duty in enforcing the ordinance requiring teamsters to pay a $15 yearly license. While it is hard on t-he score of teamsters who are doing about ten days work on the dump of the eleo- tric railway extension, the officers are only doing their duty. Those teamsters who have paid must ask ledress of the city council. IT IS AN OUTRAGE on thi.se dump teamsters to assess i hem fifteen dollars, They are not teamsters lu the sense of competing with teamsters who do miscellaneous hauling about the city all the year around and who do compete to a certain extent with express wagons, drays aud vans for moving household goods. The men attempted to be assessed are mostly poor working men, who with their teams, (and some with their families) havo been on short rations all winter and this is their first chance to earn a few dollars. For this they are asked to pay this unjust tax. TUB ORDINANCE is unjust aud should be amendpd at the next ecfslon of the council. If the city proposes to do street woik on a large scale tills year and at timed employ oue to two hundred teams uu the streets and tax them $15 apiece it may with as much justicu tax tha shovellers. Tho World yesterday published an article de claring that another rovoluUon Is ou foot to liberate Cuba. Preparations, it siys, are In active progress in this and other cities, as well as upon the island lUelf. When It will break forth is not yet known, but from all indications, all the plauB of tho leaders are nearly ripe, and tho first blow may bo struck within a few days. 'The movement, It Is stated upon good authority, is to be the largest and most completely organ ized over inaugurated for Cubau in dependence. Thoro are said to be 8000 Cuban patriots iu this country ready to jolu in tho war. Iu Cuba tho Revolutionist's party is also ac tively preparing for the outbreak, and when the word is glveu the forces ou Spanish aud United States soil will act in con) action for the overthrow of the Spanish yoku The plans have been In progress for sevoral months. New York lias been made headquarters, but so much secrecy has been maintained that tho news of the contemplated uprising only leaked out yesterday. Then It became known that for sev eral months past meetings of Cu bans have been held In the cities of Turapa and Koy West, Fla., aud during tho past six weeks lu New York for tho purpose of organizing an army and raising funds to assist the residents of Cuba who are dis satisfied with tho Spaulsh govern ment. In New York three revolutions clubs have been formed, aud another club will be organized tomorrow. Tho names of tho clubs aio tho Los independents, tho Jose Marti club (named In honor of its promoter, Seuor Jose Marti, tho Uruguayan consul) and the Penos Nuevo. Next Sunday tho Porto Ricaus of New York will form a revolutionary association, A Cuban uow in this city, who is oue of the most promi nent in tho movement, says the peo ple of Cuba aro dissatisfied becnuao tho Spanish government did not carry out tho reform whicli It promised after the late revolution. The clubs In this country, he said, have been thoroughly organized and their plans have bceu mapped out in good shape.' Tho revolution, ho added, would coino very soon. Two coasting vessols left this port a few weeks ago, and it was reported that each one carried a cargo of arms for Vouezulean insurrectionists, but it was said in Spanish cirolcs a few days ago that the arms wero landed at Key West, and were destined for use in Cuba. R. A. C. Smith, the well-known Wall-stret banker, has immense interests lu Cuba. He re cently returned to the United States frotn an extensive trip In the West Indies. When spokou to regarding the probable revolutiou, he scouted mo iaea, ana saiu tne island was never in a more prosperous condi tion. Tho planters, ho said, wero Invesliug ther money at home, and that fact demonstrated to him that thoy havo no idea of revolution. It is not What Wo Say Hut whut Hood's Sursaparllla does, that makes it soil, and has given it such a firm aud lasting hold upon tho confidence of the people.
