Free locks at Oregon City, owned and controlled by tho stato and all back dues converted to the school fund. 3. A second state portage railway to bo built in 1802, at Tho Dalles, owned aud operated by the state. 4. A fieo pilot system on tho Col umbia, controlled by tho state. 5. Stato control and regulation of railroad freights. Tills platform has been approved, by a number of the best papers of the stato and by a number of proml no nt citizens. We would llko to have men of all parties send us their opinion of it oven If opp osed to it for publication. What this district needs is some man to size up the needs of this district for an open river as well as Improved harbors. Some man with courugo to mako a fight for tho Willamette valley and its supremo need of an open river. TUB "STATESMAN" HELD UP. Mr. Deli 'Talk Back" on its verse Criticism of Astoria as tho Seaport of tho Columbia. Ad- Portland, Jan. 10, 1802. Ed. Jouknai.: I ask space in tho columns of your liberal and free newspaper to comment some what upon tho Salem "Statesman." Recently The Oregon Ian had a leader asserting that it was "child ish" to claim that Astoria could ever bo the seaport of tho products of tho Columbia. It asserted as a principle "that vessels go Inward as far as posssible" to make a seaport. To this I replied promptly nnd demonstrated on prlnrtlplo as well by aualoey that tho "Invariable law" was that thoy meet tho pro ducts of tho country as u ear tho great oceau as possible. T furthermore, showed by that paper's dally market quotations that this must bo true of Astoria aud Portland (barring tho schemes of tho "Portland pool" which I dissected,") for Sacramento valley wheat at San Francisco was worth 20 cents per cental or one eighth more than Willamette valley wheat at Portland, and that our valley wheat would bo worth sub stantially as much more at Astoria, and, therefoie, a railroad should go to Astoria us tho seaport In order to save over $4,000,000 annually to tho wheat growers of all tho Columbia watershed, if our masters will per mit. I assert that tho demonstration was perfect: and that It was so and unanswerable, in tho opinion of tho editor of that paper is manifest by his refusal to publish my luttor and rofute it, for I am not with out some credit, in the literary world. He sought refugo In Blleuco and in the "waste basket." But this vital issue of a great empire, allectlug tho north half of tho west third of tho wholo Union, can not bo suppressed at tho will of evon so great a mau as tho editor of that mighty organ of tho "pool," although it might alarm tho pigmy sails of somb of his sycophants who imagine they run their own columns. That mighty organ can not iutlmidato the free and unmuz zled press of tho Columbia water shed. At onco on tho rejection of my article I caused it to bo put in tho shape of a "circular letter" aud I sent a cony to each of tho 176 newspapers of this great empire. Thebo papers (averaging say 600 subscribers and five times tiiut num ber of readers each) reach over a quarter million of renders aud can give tenfold force to the discussion of this most vital issue lu the Columbian watershed. I believe there aro but few of them who will desert tho interest of tho furmor for tho "flesh pots" of tho "pool." Why did not tho Statesman pub lish my letter Instead of dismissing it with tho sneering remark that it presented what was old aud long since exploded? Is that not In thn Hue of the stereotyped argument of tho "Portland pool?" aud does not tho Statesman know that a great revolution in tho Columbian regions occurred in 1801? Does it not realize that a great Jetty 10 inllea from Astoria has changed n tortuous and shifting 18 foot channel to a smooth straight 80 foot chauuel, the finest in the world? It may be the Statesman took a Jaundiced view of ray letter because Salem longs for a sea coast line to Aslorlu aud because I laid great stress upon the necessity for all transcontinental freight lines to pass on tho water level of the Columbia through Portland to Astoria. Rut that was simply the stroug polut of the discussion of tho lssuo "whether Astoria or Portland should become the seaport of the Columbia pro ducts." I did not discusss other necessary lines that must run to tho ureut seaport of the northwest ut Astoria. One, may bo two or three, transcontinental Hues, will run through Salem via Tillamook und Forest Grove to Astoria. Thoy will come promptly upon tho com pletion of the first wuter level lino with eastern connections, yet their through freight Hues will go by Portland becauso It Is but a tow miles further and on an "ideal grade." In a work Portland's posi tloti is Impregnable as a railroad and manufacturing center. I would further add that the cry ing demand for Astoria as tho chief seaport is seen in the fuct that wheat at Yuqulna is worth more than at Portland, simply because It Is nearer San Francisco 1 1 In a word Frisco is our seaport I Shame on a people that would puy tribute thus to a foreign country, when they had tho nutural matchless seaport of the world, as my "sneered at" rejected article shows I Shame on a vulloy puper that would not only sneer at It but refuse to let the argument have a hearing in Its columns 1 Look at the Iloeoburg people struggling for a railroad to Coos bay, where wheat would bo worth more than In lortland, why ? Simply to reach a first class seaport at San Francisco which the"Fortland pool" refuses to let them have at Astoria, Look at the inland empire wheat eagerly seeking an outlet at (he second class seaport of Tacoma, , whero wheat Is quoted at 11 cents per cental more than In Portland although it goes over a 2J per cent grade and is still twice as far then from the ocean as at Portland. Look at tho millions of wheat that goes to Minneapolis all becauso thts mighty pool obstructs the laws of nature. It should all go foreign from Astoria. I hope The Capital Journal will show itself tho friend of tho farmers. Sidney Dell, GENERAL NEWS NOTES. Seattle has a now weekly, tho Democrat. Tho Retou boys, of Jackson county, havo a rival at last In tho person of a Wisconsin gontleman, who arrived at Grant's Pass recently, his height being six feet eight and a half Inches in his stocking feet. An unknown diseaso has attackod horses In Kittitnn county and threatens to become an epidemic Farmers and stockmen aro helpless, as nothing like It has over appeared before in thatseotlon nnd no remedy Is known for it. It promises to work much hardship on tho settlers In that section. Notwithstanding tho hardships Involved in prospcotng during the winter, many treasure-seekers aro abroad in Washington's mountains at present. Tho county court of Baker county is of tho opinion time in tuo case wherein the state of Oregon is plain tiff aud the county of Baker defend ant, the former will como out second best, lu other words, will bo "In tho soup" for the amotiut of something like $12,000, claimed as delinquent taxes duo tho stato. Tho tlmo-honorcd claim-Jumping of Now Year's evo was duly ob served In Okanogan county, many un worked claims changed hands on that occasion.
