Should that fall to secure tho ends aimed at, an expedition to tho in terior of Muloy Hassan's dominions may follow. Negotiations havo been begun with one or the other of these objects m view, by tho powers which signed tho antl elavery protocol of the B ussela eon ferenco. According to the reports of the French and Spanish minis ters at Tanglers, Muley Hassan has repudiated Ids own indorsement of the Brussels agreement by authoriz ing tho sale o! negroes in his em pire Moreover, it bad been discov ered that tho sultan or Morocco has countenanced tho foundation of u settlement at Marakesch, ono of the imperial residences, in which the male and female slaves brought from tho Interior are compelled to marry in order that the children born of these unholy unions may bo sold for the sultan's benefit. In fact, slaves aro being bred In Morocco in much the same fashion as heretofore. Europe caunot toler ate so gross a violation of Its de cisions, and all the signatory power seem virtually in accord as to tin necessity of an expedition. Al though tho sultan Is Toud of bond ing that Morocco Is stronger than Europe, ho knows well enough thai barbarism must always und every where give place lu tho long run to civilization. Should tho content plated expedition bo ordered, France will take advantage of the oppor tunity of settling tho Issues relating toTouat with Muloy Hassan. At present tho sultan occupies tho Touat territory illegally. It Is on the direct route of tho slave cara vans. Arrangements havo havo been made iu New York mid San Francisco to charier, if necessary, from thirty to forty vessels, to bo used as transports and colliers. Preparations, so far as the Tegular naya! oftlccrs were con cerned, having been mado as com plete as possiblo, the bureau of naval Intelligence, acting under Instuc tlous, have prepared n list of mer chant vessels, avallablo lu case war is donlared. An officer from a New York shlpowuer of a score or nioro small vessels to curry coal has met with tho thanks of the depart ment and a request that ho hold ids vessels to us to have thorn ready ou twenty-four hours' notice has been made. Naval officers aro also look ing about lu New York for vessels to bo used in tho torpedo service. It lias been reported by thorn that tho most avallablo craft for this Borvlco aro tho fast private yauhts of tho motropolm. It Is urged that these yachts can bo very quickly oonvortediuto torpedo boats aim eruisors, ami tue ueiier is ex pressed that they will provo fully as ellectlvo as tho torpedo craft of tho Chilian navy. According to naval authorities, our weakest point now Is a lack of torpedoes. Orders hurrying up the two firms who havo coutrnotB to furnish torpedoes havo recently been Issued, The firms havo replied that they are lendl'iij all their energies to furnish the torpedoes us rapidly as tho con tracts call Tor them. Activity Is also displayed In tho war depart ment, luformal consultations have taken place between army and navy oftlolals as to tho co-operation of the two forced in event of trouble. It has been renrcsouted that the army will lablo to furnish on short notice 150,000 men for transporta tion either from San Francisco or Galveston. Tho naval officials say that fully this number or men will be required. A special from Washington to the world wiya tht Ua vorrapoudeut wan euabletl to Bccure a translation of a cipher dispatch from Minister Egau to tho state department, in which he stated that a critical state of ufTalrs existed In Satlago. The dispatch states that the American legation is surrounded by the police and a mob, aud threats are freely made to blow It up or burn I: ou account of the refugees there. Copies of the cablegram, the correspondent sayn, had been sent to the president aud navy depart ment, and much consternation had been created In tho latter by its re ceipt. Tho correspondent further slates that a cablegram had been prepared to bo sent to Minister Egau, asking him iu report ou the situation. It is believed at the navy departineut, the correspondent sayn, that the state of attaint around the legation would not exist if proper police protection was given. If the tdluatiou is really as grave us re ported, the naval officials think that nothing but force can get the refu gees out of tho legation. The efleot of Mr. Egau's dlspatcb.it is thought, will result lu a demand by Blaine fur a prompt decision in tho Balti more case. If this is unfavorable, congress will bo called upon to act, and If in the meantime any further hostile demonstrations are made, an ultimatum will be sent to the Chil ian uovernment and tho navy will back it up. Advices from Chili are awaited with great anxiety by people having interests there, aud ttie prevalent impression is that tho war caunot be avoided. It is known that work ou the Captain Pratt, the formidable ironclad building in France for the Chilian government, is being hurried to completion and that the. Vessel will be ready for sea at an earlier date than originally Intended. There is also a rumor that the Chilians are negotiating for ironclads already constructed and for one vc-ssel probably intended for use as a cruiser against American commerce. Tho Chilians hero con tinue to express themselves as con fident of a favorable result of a war with the United States, aud they Intimate that they can depend upon indirect support from Europe iu carrying n tho war. A Berlin dis patch states that at last an elf . t is bolus made to procure Gernmn ollicers and seamen for tho Captain Pratt, but that the enlistment of the latter is hindered by a r port i hat Americans could punish as pirates any seameu they might c.ipture who enlisted in a foreign country.
