Commissioner (lolviz Replies to Attor ney Fcnlon of llio S. I. Co. Mr. Feuton In his interview on yesterday publislied in the Telegram says, speaking of the 8. 1 Co,: "We have recently reduced rates on green fruit, regetubies, wood, lum ber, cattle, hogs und sheep for the beuellt of farmers in Willamette aud Rogue River valleys, also a reduc tion on grain, etc., coming to Port laud from south of Eugeuo for bene fit of producers in Umpqua and Rogue River valleys, equal to neurly 25 per cent. We also asked ut same time u slight increase on uurchan dlee south from Portland." The commissioners do not wish to rush into print to defeud their ac tion on making the 'reductions pro posed but would like to say that the S. P Co. has not made any re duction in rates on the commodities named. Mr, Fentou probably in tended to say tue company proposed a tariff and filed the sumo with the commission on May 20th,. which it claimed would have the effect of a slight reduction of the company's revenue. We simply deny that it would have that effect but on the contrary we found that the same would iucrease the revenues of the company. The alleged reductions were pro posed at points where there was no business, in many cases, on the commodities named, while the rates were iuereased at the pliiuls where the company gets its greatest vol ume of business. We give a few examples of this alleged reduction ou thu part of the cempany: 1st Mars GrulnCnr. We do not believe Hint the rates ou the special commodities covered by our revised schedules will cause any great (midship on the company and that it will stimulate shipments to the extent of almost equalizing Hie difference. When the czar travels In Russia tho precautions taken for his safety could not bo greater if ho were In an enemy's country. A battalion of Infantry is de tailed for every two miles of distance, nnd allowing 600 men as tho effectivo force of each battalion, every spot of ground on'both sides of tho track Is 'overed by sentinels within easy dis tance of eacli other. The czar is sud denly whirled oDto tho station, ac companied by tho chosen twelve of his body guard without pomp or clrcuni stanco, swiftly and silently. Tho czar always travels in a train of Qvo car riages. Ills carriage is built In a pe culiar style. Tho windows, while nmplo for light, are high, so that a person sitting down is invisible from the outside, and the sides of the car aro fortified with plates of steel concealed In tho ornamontal woodwork, but strong enough to resist a bullet. There aro two sontry boxes in tho carriage, one at each end, and each looking out at an opposite side from tho other. Tho guardsmen on duty In these apartuionts aro shut in from any ob servation from the interior of tho car riage, but at intervals of about two feet, the whole length of tho saloon, aro electric buttons, communicating with the guard chambers, as well as with the two carriages, ono containing tho suite, and tho other, in tho rear, occupied by the guardsmen not on duty, So far, therefore, as tho train itself is con cerned, tho czar could bo no moro se cure in St Petersburg. Tiie train speeds on to Its destination without a holt, except on account of accident At a distance of not less than five miles ahead is a pioneer train, in which tho imperial director of rail ways and tho chief engineer of tho par ticular railway on which tho czar is traveling always rido. As tho pilot train whizzes by tho reserves along the lino rush to anus and guard tho tracks of tho railway, waiting until the irnpo rial train has passed, so that tho spec tacle is presented of continuous lines of soldiery for hundreds of miles. Ar-, rived at tho end of his Journey, tho czar is escorted to tho quarters intended for the imperial family. Tho streets aro guarded by special constables, In the attire of citizens. Every proporty owner has been called upon to supply ono or moro of tlieso men at his own expense to do duty when the sovereign makes a publio ap pearance. The constables average ono in ten of tho crowd that throng tho streets, and being In ordinary dress tlioy can imnglo with tho people, note what is said, and, perhaps, do some thing that will obtain thorn regular employment among tho secret police. With one-tenth the population on gaged as spies upon the remainder, with troops enough concentrated to stand a formidable siege and his faith ful guardsmen dogging overy step, tho czar goes through tho forms of a visit to tho ancient capital of Russia, or whatever city ho may chooso to honor. One Policeman's Power. Tho Paris prefect of polico is today tho most unaccountable and the most powerful man in Franco. His functions ore highly varied. Ho controls not only the ordinary polico that patrol tho streets and keep order, but also tho detectives and officers who constitute the "polico judiciaire," and who work up criminal cases. Besides these, ho is master of tho political polico the government's secret agents and ho has in Ills hands a secret service fund to spend unaccountably except as regards his immediate superior, tho minister of tho interior. His department covers tho mainte nance of order everywhere in streets and publio places, tho punishment of misdemeanors, tho inspection of weights and measures, the organization of im portant life saving and sanitary services, authority to permit or to forbid publio spectacles, licenses of numerous sorts such as omnibuses and cabs and river steamers tho regulation of certain trades and callings, and, In general, the control of a great numbor of services that affect tho security of life and property, tho publio health and tho convenience of a great community.
