One of the things that most interests Salem people just now, and especially those who aie building, is, what is the tiling in painting? Attention is called to several jobs which must needs sei ve as a good poiuter lor all. Jin R. M. Piukertou, who has an office with O. S. McNally, has just finished tVo new bouses built by H L. Bropby u.td Charley Cosper. The former is finished In natural wood inside and a choice combina tion of colors outside. Mr. Cosper's is finished the same inside and out and Chjrleysays It is "a bird." The Martlu home is being done in six colors outside and natural wood in side. This will probably be the best specimen of work done in Salem this year. Mr. Pfnkerton has had ex perience on many fine jobs in this city and feels competent to handle the finest colors and put them on in the best possible style. The report was adopt ed and it was so ordeied. It is to cost the city about $50. Tho city engineer submitted a re port on the condition of the Ferry street tewer. It was in substauce that tho sewer was a nuisance and infinitely worse from a sanitary point tlian none; that it is too crook ed, drains the wrong way in some places and could only be kept clean by flushing at least every other day. Tho mayor remarked that tho report on this sewer should bo printed. It created a marked impression on the council and all present. Following is the special report-on paving submitted by the committee on streets and public property, Messrs. Gray, Huttou and Moeres: We, your undersigned committee on streets and public property, would most respectfully report that wo have advertised for bids for pav ing of all that part of Commercial street between tbe tfortu side of Court street to the south side ol Stuie street, for the following kinds of pavement, tewit: Gravel, macadam, Belgian block, vitrified brick and bituminous rock, and the bids for tho Eame are as follow-: Gravel (like specification) Goodhue& Wild $ 8369 99 According to their own "specifications C749 2-1 Belgian block (like specifi cation) Pottlund Bitumi nous Paving & Improve ment Co 13.040 47 Their own specifications 12,799 60 Bituminous rock(likospec- mcationj rortiana uitu miuous Paving & Im provement Co 15,391 42 Their own specifications., 13,080 12 There wero no bidders on hiacad am and vitrified brick. We havo examined the different kinds of pavement above named with relation to their cost aud suita bility, and would recommend that bituminous rock pavement bo adopt ed by tho city. Wo believe that by including two more blocks iu a con tract for paving, that tho work will be done for at least 10 per cent less than the above prices, us many bid ders do not caio to undertake so small a contract. We would further recommend that only four inches of concreto be used instead of six as called for In the specification, which we believe would cheapen tho cost of the pavement at least $1800. Wo would, therefore, recommend that nil that part of Commercial- street between tbe north ido of Chcmeketa street and the south side of Ferry street, bo paved with bituminous rock; and that your committee on streets and public property be authorized and instructed to advertise for bids for the same. The street commissioner was or dered to remove tho water tanks of the Salem Truck and Dray Co. ANOTUKR KI.KCTRIC LINE. - S. A. Carsou petitioned tho coun cil for a charter for an electrlo rail way to bo built by Deuver nnd Port land capitalists along tho line men tioned belew: Commencing at state land Hue ou Asylum aenue, running west on Asylum avenue to 14th street, thenco south on 11th street to Court, thenco west ou Court to Commercial, thence south to I. O. O. F. ceiuetcry.thenco due east to the street on which the passenger depot Is situated, .and thence north to Court street; referred to committee on streets and public property. Tho resignation of Thomas King, engineer, and Frank Welch, assist ant engluter, of Capital Engine Co. .No. 1 wero accepted. Tho recorder was instructed to cast tho ballot for W. Holman, engineer, aud Louis McClane, assistant engineer, who were declared elected. The special committee on adjust ing tbe controversy between the two street car companies ou State street had no formal report prepared and could not report progress. To cut tho matter short, Alderman BrowuJ offered tho following, which was adepted: "That tho street commissioner bo ordered to requlro tho two street railway companies to so arrange their tracks on State street from Liberty to Commercial that each track shall bo an equal distanco from tho center of the street tho Capital City Railway track to cross said Salem street Railway track at Lib erty street then to run to Commer cial street on the south side of State street; and the space between the two railway tracks shall not be less than five feet; tho tracks to be put ou tho established grade. In cuso tho railway companies refuse or ueglect to comply with this order, within three days, then tho street commissioner shall remove the tracks at tho expense of tho two companies." NOTES. The Ferry street sower is a dandy. Alderman Moores well says there are sure to be kickers, whatever stylo of paving is adopted. Tho report of the city engineer on the Ferry street sewer will not be used by the Salem board of trade for E'istern advertising. Tho value of property on Com mercial street has advanced live times tho amount that any pave ment will cost. Alderman Moores. Alderman Moores prefors vitrified brick to any other for Suit in. Salem needs improved streets, If ever a city did. The present city engineer can at least tell what a sewer should look like. It is going to be hurd to make tho Court street people believe their street will be improved by a street railway. Does Salem need three paralell lines of street cars? Tho present city engineer Is erect ing tho Impression that he knows a sewer when he sees one. Dr. Stott, of Gervals, after exam ining into the case had an injunction Issued to stop tho funeral proceed ings, and ordered an inquest held at tho residence, 231 Center street, at 3 p. m. A Forco 1'ntting tho Scotch Mills iu Order For tho Coming Crop. Fow aro nwaroof the actlyity dis played at tho big Capital flourlug mills, better known as the Scotch mills. Operations aro carried on from tho ditches that furnish tho elementary force to tho machlues that reduce tbe great kernels of Ore gon wheat to tho peerless staff of life. As a reporter approached tho mills ho discovered doors nnd wludows open, men at work with pick and shovel, mechanic's tool chests stand ing on the floors, weeds cut on tho grouuds nnd a general industrial campaieu of which tho speedy re sults will bo thousands of wheels flying, and the biggest flouring mills ou the North Pacific coast turning into flour about three thousand bushels of wheat n day or nearly n million bushels n year. Work is being pushed vigorously to get tho mills lu ruuning order shortly after now wheat begins to como in. Tho big warehouse is 09x65 feet, six stories high aud will hold 200, 000 bushels. Now sills 10x10 nro to be put in under it, the old sills being partly decayed. Houso Mover Hatch has tho contract nnd will be gin Monday. Tho flumo that takes tho water from the main ditch to Mill A tbe old mill will have to be rebuilt In part. Men are at work now unearthiug it aud cleaning out tho tall race, where gravel had filled iu so as to block the water from the wheel, which furulshes tho power that is transferred by cable to run thoelovatois in tho big warehouse. Tho 85-iuch Lefl'ell wheel, which has not stirred siuce Grunt run tho mill about four j ears ago, was found badly coated with rust and had to bo overhauled. In tho old "A" mill the feed burrs only will be itin, but tbe three doublc-stnnd rolls will bo taken into the "13" mill, whence they were taken, after that shut down. All tho other machinery will be discon nected, and the power will all bo put on the cable to run the ware house. Nordyke & Mormau, mill furnishers at Indianapolis, lud , havo the measurements for renovat ing the big mill, but the contract with them is not closed. Tho air ubout-tho state bouse has been thick with rumors for several days. No ouo bearing a commission has been In authority over the Ore gon nsylurn for tho insane siuce July 1, when Dr. Laue's credentials expired. There lias been but one petition on file, that of Dr. Smith of Salem, asking the appointment, tho' it was known that tho board would not be confined in its selection to applicants. Secretary of State Mc Bride aud Treasurer of State Mots chau held a consultation Tuesday afternoon. As tho republican mem bers of tho board they will havo to tissumo tho responsibility of tho seleqtion of a successor to Dr. Harry Lane. The governor, as tho demo cratic member of tho board, Is well known to be not averse to a chnuge, if, in fact, he does not imperatively insist upon it. Ho politely dccllues to bo interviewed, but enough could bo learned by a reporter to be ublo to say that Governor Pennoyer is not n bltof a mugwump.but a firm believer In a complote change in manage ment of state institutions from timu to time, as well as in elective offices. Dll. ROWLAND APPOINTED, At the meeting held this morning Dr. L. L. Rowland was elected superintendent of the asylum. Ah toon as the news got abroad ou tho streets there was great satisfaction expressed among republicans and a good many democrats at the choice of tho board. Dr. Rowland's elec tion was tho result of a unanimous choice of tho board. Tho selection of a successor to Mr. Napoleon Davis will probably not take place until tho board meeting on Tuesday next, at 2 p. in. Tub Bids.
