ble for commerce to llourish with

hiiinun body to grow strong and

ing in tlio blood. Such u currency
is b:.d enough in domestic Irnde, but
it is absolutely fatal to the prosper
ity of foreign commerce. The na
tion that attempts to conduct its
foreign trade with a currency of un
certain value, or of iufeiior quality,
is placed at a feurful disadvantage.
It would seemauperlluouoto impress
tliis universal and well kiiowu ex
perience were it not too apparent
that this nation hus been In danger
of repeating the costly experiment
with just such a currency. Tlio
tendency of events hnB recently been
in that dhectiou, and the apprehen
sion of danger created thereby lias
caused the los, sinco Dee. 1st, of
very nearly $24,000,000 of the c.ircu
latiou. I am happy to say, how
ever, that this peril seems now to
have passed, and it is hoped Its evil
effects will soon disappear. The
"sober second thought" of tlio peo
ple is assorting itself as usual and
signal lights of safety tiro hero and
there becoming visible.
Let mo speak very plainly on tills
most important subject.
Believing that there is not enough
of either gold or sliver in the world
to meet tho necessities of business,

cede to-no ono a stronger desire tliaii

national agreement, or otherwise,
by which such coinage shall be sufe.
But it is my firm conviction that for
this country to enter upon that ex
periment now, and under existing
conditions, would bo extremely dis
astrous, and that it would result
not in hitnetalism, but in silver
monnmetulism. tiuch nn experi
ment would,, in my judgment, piove
a grt'Aterdlsappolulmunt to Its ailvo
oatesthan to any one else. They in
sist that It would expand the circu
lation, uud permanently enhance
tho value of silver. I believe It would
produce a swift und severe contrac
tiont and pventua'ly reduce the
market value of silver. Let me

posite policy, would Invite all the
owners of Unit metal throughout

nations of Europe are anxious to ex

longer any Inducement for coinngo,
and silver dollars would sink to
their bullion value. When tho
silver dollar ceasos to havo more
value than the bullion it contains,
there will be little inducement to
coin our own sliver, und tho cost of
transportation will prevent its
coming from abroad. How, then,
will unlimited coinage either ex
pand tho circulation or enhance tlio
value of sliver?
As if determined to omit nothing
which might accelerate theso results,
tho advocates of freo coinage insist
that it shall not await the slow proi
cess of mint operations, but that the
printing press shall beset to work
providing certificates to be Issued for
silver bullion at $1 for 871J grains.
When this consummation can be
leached, us surely it will bo if unlim
ited coinage bo udoptvd under exist
ing conditions, the loo ardent and
impetuous lovers of silver will sadly
realize the truth uttered by tho
wise King of Israel: Ho that loveth
sliver shall not bo satisfied with sil
ver. Mr. President and gentlemen,
my subject hus tempted me lo im
pose upon your patience. I will
close by merely calling your atten
tion to ono other thlug which I
deem very important both to our
commercial and financial Interest,
viz. tho pasiago of the bill now
pending in congress for tho estab
lishment of mi International bunk
to facilitate our exchange with Mex
ico and Central and South America.
New York is destined, at no distant
day, to become the financial as well
as the commercial center of the
woild; and such an Institution,
would in my judgment bo a long
step toward that end, as well as a
most valuable Instrumentality for
the promotion of commerce with
those countries. Give us direct and
ample transportation facilities under
the American Hag, and controlled
by American citizens; a currency,
sound in quality and adequate In
quality; an international bank to
facilitate exchanges, and a system of
reciprocity caiefully adjusted within
tlio lines of protection; uud not only
will our foreign commerce again
invado every sea, but every Ameri
can Industry will bo quickened and
our whole people feel tho impulse of
a new nud enduring prosperity.

Jlinton, stock inspector of Grant
county, says there are 0.j,000 head
of sheep in this county. This Is cm
elusive evidence thut In I8S0 there
must havo been near 300,000 head,
as since that lime the sheepmen
huve lost 105,000 and sold 60,000,

spring was 75,000,
