David Splllane, of Minneapolis, an exerienced miller, was examin ing the machinery at the Capitol flouring mills of this city, to see what was best to be done. He will recommend many changes to be made In the machinery, it he as sumes the position of head miller. Mr. Bpilluue went down lo Portland this morning, to see Mr. Wilcox, the manager, und will report to him the result of his investigation. Mr. Spillanusuys the mills cannot com pete with other mills witli the old style of machinery now in them. They cannot get either tbe cjunllty or quantity of flour. Tlie rollen uud bolts ure all right, but the cur rienare out of date, and he says, were never in a good condition. The burn can be used with u little repair ing. Mr. Splllauo will probably go back to Minneapolis, unless the mauugen consent to have the lieu mndilnery put In. Hesajs a new outtit will cost but little more thnii to have the old repaired, so us to be lu good working condition. The company will very likely con sent to have the needed inacliinei'v put in and give the mill repairs to make It lint class in every resect.
