WelHler, CreMon, Cal , the Hur.il Press: A .peclal .llMtcl. from Washington to the Xeu- York w..ri.l.itilmlMuv imbch of the report arc taken up with the discussion of the poital-ti'liyrnpli system, which Mr. Wnnamnker han lost no opportunity of ileitis iiion the attentlou of eonuress. The Hcliem.- U completely outlined, and losuppirt of its practicability Mr Wanamakcr quoten liberally from the last aunu.d report of the post-n104ter-1re11er.it of (rat Urltitn. l Is evident th.it Mr. Wunamakei has glwn much thought to tin details of the pl.tn he favors. "His scheme, as tiu.illy diRetel. consists in the establishment of n 'limited post and telegraph service as a bureau or part of the pustofiiei department, and ix.stal-teleitr.iphs are to be received at the postuuice, transmitted by telegraph, and lie llverel throngh the medium of the postofttce service. All postotllees In places where the free-delivery er vice now exists, or may hereafter be established, shall be postal-telegraph stations, and the positrua9ter-5ener.1l ball from time to time designate a postal stations postottlces in other places, where, in his judgment, the wants of the public may bo thu supplied. Nothing in ilr. WanainakerV scheme shall prohibit any telegraph company from per forming general business for the public the same as is now done The charges In any one state shall not exceed 10 cents An messages of i) words or less, count in? address and signature, nor ovei 5 cents for any distance under I0O0 miles, nor over 50 cents for an.v greater distance." Heni is a proposition, coming from a cabinet officer, of great con cern to every citizen; proposition much discussed within the lat feu years; a proixwltiou iudred by thi late uuuual se-siou of California state grange, and one that the Fram.-rs' Alliance and many labor unions are committed to. Here Is an opportunity one such as seldom nvcurs. The nerve of a uabHlrt o flleer to strike a death-b.nw at a great and ruluous monopoly i wlthoui a precedent, aud should be bicked up by a wall of public opin ion deep aud high. To strike at the enormities of the management of the present telegraph system Is to strike at Jay Goalil, aud 10 strike at Jay Gould is to strike at tile com bined railroad aud telegraph inter ests of the United States. Anyone who knows the power of money in Washington, where men fall under Its influences us fall the autumn leaves, can appreciate the nerve of Mr. Wanam iker In this slap in the very teeth of the "dragon that ap pears to be'pu'ling the very nation down to'perdltiou. Many jestingly call Mr. AVanamaker a Sunday school crank, a literary fanatic and a Kreutzer Sonata strungier. It may be so but he is manifestly in earnest all tin- time. Wherever he strikes it hurts. With 'an iron nerve aud fearing nothiug, he strikes to kill, and whenever his'sledge-hamruer strokes come dowu upon;a subject we have been hitting at for years, why not Join hands with him? If our dec larations and reMluting on this sub ject mean anything, let usull strike together! Here is the entering wedge to the heart ot an adaman tine monster ! How will congress htand 011 tills question ? "The Gods help those who help themselves." We have the leader, Where Is the following? Congress Is the creature of cir cumstances. Monopolies, trusts and combines have the whip hand over it at the present time; but let It be known in Washington thecomiug winter that the next presidential election shall turn on this single question, and the hold of Jay Gould, Vanderbllt aud Huntington will loose its grasp. Why should not this postal telegraph system, outlined by Mr. Vau atnaker, bo made the chief issued until adopted by Congntw? This is all that needed to secun equitable administration, Alter this will Inevitably come the building or condemnation bv the giverninent of a few trunk line ofradroid for like rcuulat lou and coflrol of the carrying trade. This consummation Is inevitable; it must come siHiueror later, other wise these combinations will ccr taluly legulatc and control tin government. There is no escaplm: till- conclusion. A civil revolution in the method and control of the Kovernment I yet possible, and Mr. Wanamakei has sounded the bug'e-uote for n general rally. If vv.- fail him in tin emergency, w e need not hope fof 11 like opportunity for v cars. He ha got the monUosity by the throat, and we should at least take tall-hold while he skius. One trouble is the farmer "hasn't time" to attend to getti.'g up petl tlonsaud memorials to congress, it is more congenial to "resolute," then go home and go to tied, as did the people of Foxojailis, after resn luting against the fro js in the mill pond for disturbing their slumbers. Who has got anything to sa about Mr. Wanamakei's proposi Jon ? Let the nutter be thoroughly ventilated, and if we are agreed, let usgoto work for the measure. One tillugat a time, aud that well done, should be our shibboleth. There i power ami danger in concentrated forces. They have won all the bat tles of the world, physical, civil and religious. Ono of t the ktunquely illrty Utile rooms 1 that oien out on a narrow China - town alley Is, like ninny another corner of that imrt of the city, lie- voted to a game of slud poker, imtroniteil by Chinese gamblers, who lmvu n great llklni: for the un- certainties of tills American game Around the nd-covertd table highbinders, clerks, laiimlrymeu, small merchants and others with some money and great hopes gather every night when the smoky gas lamps dimly light the narrow, dirty little alley outside. The stutly little room is alwas tilled with u crowd of jabberlug spectators, who arc ahnot as much Interested in the changing fortunes of the rapid game as the players themselves. Here tvs at other gaming tables all arc equal. At a hole iu a partition at the rear of the little rooms sits the banket proprietor of the game, who veils to the players at u discount the square aud round pieces of tin and (lie lit tle round porcelain buttons which constitute the chips of three deuninl nations used. The banker is a dried ip, pock-niarked Chinese of middle age, who llnds plenty of time to watch the game with stolid face, and slowly smokes'a long pipe when he is not selling or cashing c1iIks or making strange hieroglyphics iu his big book with a bamboo xui. In the crowded room there are Chinese with silken garments aud Cliinest with the rough, ragged and dirty clothesi of tlie loafer or laborer, ami with hard faces and wicked looks. :o we are eugrossscd iu the game, some look on with greedy eyes anil, curse the luck that denies them a stake, while others look ou will, simple curiosity aud interest. Into this motley crowd mid into this foul little home of vice tuei glides every night or two a Chines woman of nearly middle age. Shi is not at all good-looking, but i dressed Iu lobes of quitted dark-blue silk. Her hair is artistically done up hi Chinese style, with a shining little ornamental dagger througli it. A band of velvet (Misses across hei forehead, and on its front is a larg pearl surmounted by u circle ot smaller ones. Long earrings, scv eral Auger-rings, linger nails nearly ail inch long and Chinese bracelets are among the omameuts which tell that she is not Just now a child of poverty. The players all know her, aud room is quickly made for her at the table. Some uue takes the feu dollais which she produces and courteously invests it iu chips for her, aud she settles down to enjoy a few hours at the gaming table. She is one of the wives of n rich Chiuatowu merchant, who has no objections to her indulging her t..te lor the rapid society of Chinese gam blers and the'fascinatlous of this lit tle Moute Carlo, especially as she is generally ahead of the game. As she s-l ties down to mingle her last winning.-, or the allowance her lord has given her, with the hoaided I wages of Chinese laborers, the ill- gotten gains of blackmailing high binders and the profits, of Chinese business men, she light, a lung Chluese cigarette and begins to handle and deal the cards with an expertnes that tells of long expeii- euce. Shu ptaya a rather careful game, but when she has a pair or an ace "Iu the hole" will "raise" the bet in a way that makes the most reckless gamblers there scratch theii heads iu uncertainty. Like a iv ealthy gambler to whom even gam bling has grown tame she wins aud loses with quiet iuditiereuce, and calmly smokes her cigarette in silence when other players are shout ing iu excitement. When the hour grows late she as quietly arises, lets wme player cash in her chip if she the populous labyrinths of China- " un ine next uiglitshe may return or may visit some other of the myriad gambling dens of the Chinese metropolis. All this is one of the ordinary nightly scenes of Chinatown, re peated witii variations iu hundreds of ill-smelling rooms, large aud small, iu cellars, attics, aud at ends of long narrow aud fortified passage ways, where at fan-tan or other games the insatiable Chinese thirst for gambling defies repression.
