the superintendent of construction
in charge for contractors, shows tlmt
the middle pier is aeuling and that
the tall pier has swayed about
twelve Inches to the east. It ap
pears fmm the statement of the
diver, who examined tne struc
ture under water Sunday,
that the piling is being forced up
through the grillage by the weight
of the pisr. All this indicates that
a general Ignorance of the work
undertaken prevails, and that the.
taxpayers have not had the benefit J
of such supervision In their lutereat I
bb the construction of a steel bridge
should require. The piers us con
structed will not sustain their own
weight, much less tba enormous
pre-sureofn steel super-structure.
It is time for the county courts to
call a halt, cancel the contract,
which can now by no means bei
safely carried out, and sue upou the
lioud, to recover the $15,000 already
paid on the coutruct. It would
teach such contractors a salutary
lesson and uili;ut cheok them iu
undertaking contracts which they
do not seem to be able to manage.
The damage to the city and the two
counties is already great. The pres
ent duty is to protect the taxpayers
against ftrtber loss and suffering of
Inconvenience.

can contract to build a bridge, but

one, requires experience at least.
