The JJal timore Sun which Is agitating the (jucstion in Maryland, points out that the power required to draw a wagon weighing with its load one ton on a level, inecadauiized road of broken stone is 03 pounds, which Is increased 200 pounds on a common dirt road. Prof. Ely, of Johns Hop kins University, estimates that poor roads cost the farmer on an average, $16 per horse; nnd Prof. Jenks of Knox College, 111. argues that with good permanent roads fcight could often bo hauled ton miles on wagons cheaper than it could be taken one mile on a dirt road to a railroad sta tion, unloaded, put on the cars, freight paid, unloaded from tho cars uikI curried to its destination. Of the social inilueiR'O of good roads ho says that "a largo portion of the mental inspiration of the farmers, depend on their ability to attend church, lectures, concerts and social gatherings at a distance; and really, good roads, by enabling them to go so much more easily, would doubt less raise tho wholu intellectual tone of the farming community, besides keeping within the healthful influ ence of the farm many who are now forced into tho towns. Tho play 'Lady Audloy's Secret,' was admirably 'presented and tho audleuco was fairly delight ed. Tho play was unique in having a woman lor tlio villain, in the person of Lady Audley, which character was admir ably sustained by Miss liello Ininnn. To-day The Young Mens' Invest ment company filed articles of in corporation with the county clerk of Marion county and with thesecretnry of State. To more fully explain the objects of the company an ex act copy of tho articles of incorpora tion is printed below. Thf company is composed of twenty of Salem's young men who will endeavor, to the best of their ability, to make this enterprise n success. The number of stock holders has been limited for various reasons and the Btoc is now eagerly sought by a number in the city. Tlio company meets again on Thursday evening nt which time n board of directors nnd olllccrs will be elected. Following nro the articles of incorperation: Articles incorporating Tho Young Mens' Investment company of Sa lem, Oregon. Know all men by these presents; That the undersigned A. W. Giesy, 1$. E. Critchlow, J. L. Mitchell and E. A. Strong, of Salem, Ore iron, have this day associated our selves together f( r the purpose of forming a private corpoiation under the geneva I laws of the state of Ore gon, and to that end we hereby make, subscribe, nnd acknowledge these articles of incorporation. Anr. I. The name of this cor poration shall bo the Young Merit' Investmentcompany, of Salem, Ore gon. Art. II. The duration of this company shall be perpetual. Akt. III. The object of this cor poration shall be as follews: To purchase, sell, hold, lease, improve, occupy and dispose of real estate; to build houes, stores and other build ings; to sell, rent or lease houses, stores or other buildings; to deal in personal and real property; to bor row and loan money on approved personal or real security; to do a general insurance, real estate, brok erage and investment business; and further, to do all things necessary to carry out the object of this cor poration. Tho capital stock may ho Increased at any timo by a vote of two-thirds of tho stock-holders. A Painful Oi'iikation. Yes terday afternoon a young man named L. Goolsby, lato of Lewis county, Minnesota, met with an ac cident that might have cost him ids life. Ho was working on tho Ferry street sower, at ono of tho wiud lesscs and while ho was drawing up a bucket of mud ho slipped and tho windless flow back striking him just abovo tho right eye. The blow was so severe that tho frontal bono over tho eyo was crushed in and the poor unfortunate victim knocked senseless. This morning tho young man was taken to Dr. Jessup'solllce, on State street where ho was placed under tho iullueuco of chloroform and a dangerous and skillful opera tion was performed upon him in the presence of a Journal reporter, and tho physicians, Drs. Jessup and Cartrlght perfor operation. Tho young man is a stranger in tno city ami was without mouoy yot may It bo said in honor to tho balem physicians that ho received as skillful and careful an operation as if lie had beon wortli hundreds of dollars. The young man has beon taken to his room on Front street and is now resting as easily as could be expected. It Is hoped that Sa lom's gonoroslty will bo extended to tins unrortunaieu young man as no is hero among strangers and with out mouoy. Its a shame Salem has not a hospital for such cases. The New Wing Fast N'enring Com pletion That Bath House (leneral Comments. A representative of tho Journal was detailed this morning to visit tlio insane asylum of the state of Oregon and see how the work on tho new wing was progressing. Ho found that tho brick work had just been completed nnd n force of work men will commence putting on tho roof soon. When this now wing is complet ed it will prove a great convenience to the presont cpunrters. It will be divided into three separato wnrdft nnd in each ward will be arranged some 20 bed rooms. The addition of the new wing will accommodate something like 120 patients in a comfortable manner. The new addition Is nrrnnged in the best, possible manner. Dr. Harry Lane has taken great pains to have this work done well and' how well he is succeeding can only lie determined by an in spection of the work coing on. In the new addition a section of it has been set oil' for tho use of a smoking room. The room instead or being closed up llko a dungeon is enclosed only by wire lnttice work, thusnHbrding plenty of fresh nlr, and a view of tho outside to the pa tients. The smoking room Is located on the side next the main buildiug. HATJI HOUSE. One needed improvement that Dr. Lane has added this year that he deserves credit for, is tho new bath house. This improvement, when completed, will prove a beneficiary addition to the institution. The building is about 40x80 feet, and tlio basement or sink Is thirteen feet deep. A false floor or landing has been contrived by which the depth can be made as desired from eleven feet to a few inches. This huge tank or sink is well made and the walls and bottom nro thick ly cemented. The wnter is kept nt the right temperature by steam pipes which lead into the sink. The building is nearing completion nnd will soon be ready lor use. The whole institution was found as neat nud clean as a pin and evervthlng is moving along nicely. Dr. Lane deserves great credit for the untiring energy he is putting forth nt this plnce. There are now 651 patients at the institution under treatment and the number is gradually on tho increabo. Tjik SANTrAM Minis. A telo gram from Gatesvllle says that Don Smith, of that placo has sold to tho Dry Gulch nnd Gold Mountain Mining company, of Salera, a tract of land between the railroad and Sarrtiam river at that placo, embrac ing aoout seventy-live acres, tor tne purpose ot establishing smelting works for tho Santlam mines. The price paid for the land was $4000. The compauy, it is announced, will erect smelting works and a concen trator next year. This company has a force of surveyors at work locat ing tho route for a Hume for the placer mines. Tho caual will be over twenty miles long. The prop osition to establish smelting works hero has caused no little interest among the people of Gatesvllle, who hope it will bo more than talk a Dkawn fok Jury Service Judge Deady, of tho Uuited States court at Portland, yesterday made an order directing that tho jury commissioners and the clerk of the court select 5000 names of eleglble taxpayers in various counties of the state, in proportion to their popula tion, to bo placed in the box from which juries for United States court arc to bo drawn. Tho law provides that juries shall not be drawn from a box containing less than 300 names, Tho present list was prepared in 1885, and through deaths, removals, etc., has been reduced to nbout 300, whoroforo It was deemed advisablo to have a new list made. At about 1 o'clock this afternoon there was a loud crash, which told that the scaffold in the south room of the new brick block on the east side of Commercial street had fallen and in a few nil tiu ts a large crowd had gath ered around tne trout ot tne bullu ind, to help carry out the dend nnd wounded. A Journal reporter oeing among tne iirsi to tno scene, soon learned thnt no one was hurt. The cause of the'accident was In try ing to move plaster's trestles from one side of the room to tho other. All the damage done was tho loss of a lew nours' work to repairthe badly smashed and demoralized trestles. Attracts Attention. Work men were busy to-day erecting tele graph poles on Comtnerciaji , street. The sight drew quite a good crowd of by-standers wlio looked on with Intense satisfaction. The Straet Railroad. Correspondence of the Capital Journal. Editor Jeurnal: The Salem Street Railway company has wholly abandoned the running of cars upon their track between State and Trade streets. Its management seems to have fallen into hands interested in a townsite addition north of the city, endeavoring to build up ono portion of tho town at the expense of another. Tho courts of Iowa have just decided that a railroad corporation cannot refuse or neglect to run trains upon any of its roads or any portion of them, and that courts will compel the operation of all parts of their roads to tho extent, tho interest and convenience of tho public intended to bo served by them require, under the penalty of tho forfeiture of the charters. If cars are not run upon the section of tho Salem horse railroad, named above, an early appeal will bo had to tho courts. Salem.
