The speeillcations read more like ajoke than thev do like sewer specifications. The principal feature in, the con tractor Is to be the superintendent. What an easy-going gang a contractor-superintendent would not be very likely to reject any material, however unfit, for the purpose, mid I the superintendent would in all probability accept the work without any trouble with the contractor, without any icgard to the construc tion.
