Weatherization Tax Credits for Homeowners Almost all homeowners in the state can expect to receive a tax break for weatherizing their homes under a new program adop ted by the 1977 legislature, director of the Oregon Department of Revenue, John J. Lobdell said today. October 4 is the effective date of the new law. Lobdell says that work done before that date is not eligible for the credit. Lobdell says that in House Bill 2701, the legislature set up a program to allow homeowners an income tax ’credit up to $125 or one- fourth ofthe coat of weather ization, whichever is less. Taxpayers« regardless of age or income, may claim the credit. The credit may be I applied to the taxpayer's home or to rental property, but only one credit may be claimed for each year. Weatherization work in cludes such items as weather stripping, insulation, vapor barriers, timed thermostats storm doors snd windows, dehumidifiers and double pane windows. Lobdell stresses that home owners will need proof that the materials used meet standards of the new state Energy Conservation Board. Materials must be certified by either a contractor ¥e- gistered by the Builder's Board or by a building inspector. Certification of the quality of the materials and receipts verifying the total cost of the work must accompany each homeowner's individual in come tax return. Returns are to be filed in the year after the work is completed. Lobdell hopes that this tax credit program is not con fused with the weatherization refund program that is open only to senior citizens with incomes under 57,500 per year. Senior citizens planning to take advantage of the weatherization refunds also should have work done after October 4. 1977.
