You see. it is illegal to begin football practice more than one week before school starts. So. until then, condi tioning is the name of the game. Incidentally, anyone who wants to punish him or herself is welcome to go to the conditioning. It is every day from 7 p.m. to 9 p.m. alternate last Tuesday, and has been practicing with the East team. Joe will be at his regular position as center. The game will be played at 8 p.m. (Pacific Time), with proceeds to help crippled children at the Shrine Hospital in Portland. I AM I Al I Ontario Drops Two In Pendleton Tourney It is small consolation that Ontario. Nyssa's conqueror in American Legion district tourney play last week, lost the area championships in two straight games. In fact, it would have been nice if Ontario had beaten Pendleton and Bend. However, they lost. 4-3 to Pendleton and 6-S to Bend. s ip c ip ir The closeness of the scores proves Ontario did not go down without a fight. It took Pendleton 13 innings to win the first game. The games were held this past rainy weekend in Pendleton. Pendleton beat Hood River as well as Ontario, to move into the finals. TANYA HALBERT is again in contention for All-Around Cowgirl for the Idaho All Girl Rodeo Association. She was All-Around last year. Tanya enters all the events in All-Girl Rodeo, but her favorite is bareback riding. She was recently crowned Snake Your Property Taxes By Oscar B. Bratton, Malheur County Aaaessor Since the Assessor is required to take an oath of office swearing that he will uphold the laws of Oregon, let us explore some of the most commonly referred-to laws. One of the corner stones of the assessment laws is ORS 308.232, “All real or personal property within each county shall be assessed at 100 percent of its true cash value.** ORS (Oregon Revised Sta tute) 309.035 requires the Department of Revenue to examine the assessment roll to see if the Assessor is meeting the requirements of ORS 308.232. This law amended by the 1975 Legis lature requires that the Assessor have an over-all ratio of 95 percent or better. This means that for a class of property (residential, com mercial etc.) to comply with the overall ratio requirement it must be within 5% of the sale price. The method of measuring this is simply the percentage the appraised value is of the sale price. Example: a house selling for $20,000 to be within 5% of the 100% must have an appraisal of $19,000. $19,000 divided by $20,000 is 95%. When the property is in a current reappraisal area, it will be reappraised, if not then if sufficient sales indi cate a trend upwards the whole area will receive a blanket adjustment upwards to bring the class of property in the area into compliance River Stampede Queen. If the Assessor fails in his duty and does not act. then the Department of Revenue under ORS 309.035 orders the Assessor to bring the value up. not to the 95% but to the 100% mark. Thus by the lack of action by the Assessor higher values than necessary are placed upon the property creating a hardship upon the taxpayer. In League A. action still boiled on a low flame as Bob Wilson won two and lost two to continue his grip on second place. Red McCrady came from behind to eke out two wins over Wilson then added two more wins when his opponent failed to show for his next match without being excused. Ralph Werner fattened his batting average by winning two forfeits to continue his climb from last place to the third spot. Gene Chester who has been hospitalized still holds first place awaiting a deter- mination whether he can continue to play makeup games. In addition to all timed events, the girls compete in Bareback Bconc riding and cow riding. Nyssa is the fourth in a series of six Idaho Girls Rodeo Association sponsored rodeos for the 1976 season. Points earned by the girls are totaled and go toward year- end event awards and an All- Around Award. This year the .
