A new toll- free telephone (1-800-452-0290) allows any citizen to call the State Capitol and find out the progress of a bill that is of concern to him. The new look at the Legis lature costs money and the predictable reaction of the Re publican minority is to claim fiscal irresponsibility and mis use of Democratic Party pa tronage. These charges have a good populist ring and will make many suspicious of the new look. But if the new look results in better legislation, more carefully considered, and with greater citizen input, the cri ticisms will be worth it be cause the Democratic majority can properly take the credit for what they are doing.
