ENVIRONMENTAL ASSISTANCE DISCUSSED The Malheur County Group met Tuesday, February 16th., at the Malheur County Agricul tural Stabilization and Conser vation Service office to for mulate plans for the 1971 Rural Environmental Assistance Pro gram (REAP). This is a pro gram replacing the agricultural Conservation Program (ACP) administered by the county ASC committee. It is a program whereby the Federal Govern ment shares the cost with farmers in carrying out conser vation practices and under the REAP, emphasis will be placed on practices which prevent or abate environmental pollution. Such practices have farm bene fits and also off-farm benefits to be enjoyed by the general public. Discussion on pollution control practices centered on control of irrigation waste water and animal waste controls which are the greatest sources of stream pollution. It was pointed out by several individuals that many of the practices under the ACP in the past have contributed signifi cantly to enhancing the environ ment of our area. Taking into consideration the information and ideas ex-> pressed by those in attendance and required program re gulations, the Malheur County ASC Committee, assistedbythe Soil Conservation Service and Extension Service, will set up a county program which will best serve the needs of Mal heur county. Present for the meeting were county representatives from USDA agencies, ASC community committeemen, Soil Conser vation Service Board of Super visors and other interested people. Smith Opposes Diversion Of Highway User Funds Oregon House Speaker Robert F. Smith, R-Burns, said this week he is “unalterably op posed” to use of highway funds for mass transportation. The 1971 Legislature will be facing a proposal for a con stitutional amendment to allow the spending of dedicated high way revenues for the establish ment of mass transportation in the Portland metropolitan area. “Available highway revenues are already inadequate to meet the demands for road construct ion and maintenance, parti cularly in Eastern Oregon,” Smith said. The State Highway Com mission Smith said, estimates that Oregon is already $500 million behind in meeting the highway needs of the people of Oregon. Any diversion of funds would seriously aggravate this short age, Smith said. Smith said he also opposes the proposed constitutional amendment on philosophical grounds. ‘‘I believe that people should be taxed--as nearly as possible --on the basis of the services they receive from govern ment,” Smith said. The taxing of citizens throughout the state to finance services limited to the resi- dents of three or four counties would clearly violate this philo sophy of government,” Smith said.
