Ballot Measure #10, if approved, would up date and establish modern tax bases in all Oregon schools. Presently 80 per cent of Oregon’s 350 school districts have no tax base. “Passage of Ballot Measure #10 will assure schools opening each year, thus eliminating the present outmoded system. How ever, the measure offers only a partial answer to the finance problem,” Stewart said. “Solutions need to be found to increase schools funds from the state and federal level. Schools have relied too long on the local property tax as the principle source of revenue,” Stewart emphasized. “During the months ahead OEA will be working with state and federal officials to correct the current over-balance in school finance, Stewart added.
