The General Fund ap propriations for the next bi ennium are a record high of approximately $580 million. This is an almost $100 million increase over the 1965-66 bien nium. The bulk of the increase in appropriations has gone for aid to education, with$25.5 mil lion going to higher education, excluding community colleges, and $17.3 million going tocom- munity colleges alone. Another major item has been a $24 million increase in salaries of public employes, Including edu cators. Other areas of Increase are public welfare, $13 million; mental health, $7 million; and sewage treatment, $3 million. This Increase in spending has been necessary to meet the in creased needs of a rapidly growing state. You will be pleased to know that the en tire $100 million budget in crease has been financed through existing sources of revenue and without any in creases in state taxes. The proposed sales tax would have gone exclusively to relieve present property and Income taxes. As such, it would not have been an additional tax but would have replaced taxes already in existence. Whippl« Returns Kenneth Whipple returned home May 28 from New London, Conn., after two years of active duty in the submarine division of the U.S. Navy. He plans to leave Saturday for Virginia where he has employment. Spring Fair For4-HCIubs In Progress Over 650 exhibits ofclothlng, knitting, foods, health and leather craft went on display Tuesday, June 6 for the annual Malheur County 4-H spring fair. The fair, which is held in the Ontario high school build ing, will continue through Fri day afternoon, according to Malheur County Extension Agent, Helen Dwells. Following is a schedule of remaining events. Today, June 8 all day demonstrations; 10 a.m. to 1:30 p.m. senior dinner contest; 1 to 5 p.m. clothing, food and knitting judging con tests; 3 to 5 p.m., muffin baking contest. Winning pictures will be used on calen dars or promotional material which is sent to potato and onion buyers all over the United States, in an effort to more ef fectively promote Malheur County Production. According to Steve Besse, Malheur County Extension Agent and secretary of the Po tato and Onion Growers Asso ciations, this contest should help draw attention to the fine quality potatoes and onions grown in this area. It is hoped that many pictures will be sub mitted in the contest. Brother Succumbs Mr. and Mrs. Lynn Butcher returned home Sunday after at tending funeral services for ber brother, Herbert Phipps at Chinook, Montana. Mr. Phipps succumbed on the previous Sunday after suffering a sudden heart attack and ser vices were conducted last Thursday. The deceased was an employee of the Great Northern railroad company. Before returning home, the Butchers visited his daughter, Joan Gist, who is a patient in Good Samaritan hospital at Harve, Mont. Reuben Scott Reuben Scott, a gold miner, who resided in Rome, Ore., succumbed June 7, 1967 at Mal heur Memorial hospital. Mr. Scott was born January 2, 1876 at Cloverdale, Calif. Graveside services will bl conducted at 10:30a.m., Friday, June 9 at the Nyssa cemetery under direction of Lienkaemper chapel.
