tional Institute on “New Concepts in Personal Effectiveness of Judges
Handling the Youthful Offender” in 1963 at the Alumni Center, University
of California.
Six years’ experience in hearings of more than 1300 boys and girls be

firmness and understanding. He believes the court is more than a court of
punishment and works with both child and parent with full use of available
resources to the end that the boy or girl become useful members of the

Ellis White has initiated the policy of publishing the names of second
offenders and their parents; requires the youth to earn the money for re
payment of damages; restricts social privileges to school and church func
tions— thus placing both on record to measure up or risk censure of the
public and stricter measures by the court.
Under his direction the Malheur County Juvenile Court has cooperated
with high schools in use of juvenile juries and it has become known as one
of the better courts in Oregon with a low rate of second offenders.
The adoptive court hears approximately 60 proceedings a year. Making
full use of the law and his broad knowledge and background, he requires
complete background investigation of the child and adoptive home — a
waiting period in the home before final adoption, protecting both the child
being adopted and the adoptive parents.

Qualifications for the Mentally Ill Court —
Ellis White attended “in-training and workshops” at Eastern Oregon
State Hospital, concerned with the mentally ill. The court hears more than
40 petitions each year.
As judge of the court, he has cooperated with the person before the
