I served in this capa city from 1956 through 1960, and am well acquainted with the duties of that office and the needs of Mal heur County. I feel that my experience will serve the people of our County in good stead. It is my opinion that Malheur County is presently in a posi tion to gain benefits of my past experience. I have lived in Malheur County practically all my life, and for more than 48 years, I have been in the livestock and farming business. During this time I have watched the County’s growth—industrially, agriculturally — with better roads and educational facilities. I have also seen a growth in crime and welfare. However, this growth — some good and some bad — has not blinded me to the need for economy in County spending. It is my conviction that Malheur County can be operated as efficiently as ever with substantially less cost to the taxpayers; and if elected, I will devote my time and energy to this conviction. An extensive audit and budget review by Oregon Tax Research has revealed that the Malheur County Court has spent approximately $385,000.00 in excess of legal budget appropriations during a three-year period ending June 30, 1964. The unauthorized ex penditures were in various County funds. In this connection of unauthorized expenditures, I want to direct your attention to ORS 294.100 and ORS 294.326. The former statute stipulates that any public official expending money in excess of legal appropriations is personally liable; the latter statute provides that it is unlawful to spend public funds unless the Bud get Law has been complied with. I will not permit expenditures of tax monies unless it is shown that such monies are spent wisely and in the right place. If the people want to spend larger sums of money, they have the right to do so, but their voice should be expressed at an election, instead of the County Court quietly over spending unauthorized money, and imposing greater tax burdens on our people. If I am elected as your Commissioner, I will work diligently toward this. Taxes must come down! I have been a taxpayer in Malheur County since 1918, and it is with a voice of experience that I know the present rates of spend ing the people’s money for taxes are beyond reason for the property owner to continue paying. The County needs the help of capable controllers of the spending. If I am elected as your Commissioner, I will apply ordinary common sense and business judgment to County problems, with fairness to one and all. I do not believe in playing “fast and loose’’ with the tax payers’ money. I am a member of the American Legion, Ontario Elks Lodge, Cattlemen’s Association, Wool Growers Association and Malheur Barracks No. 352. I will appreciate . . .
