The state welfare department is billed only on an “at cost” basis for care rendered those patients. From June 1963 to May 1964, the welfare department reimburs ed hospitals for only about 60.7 percent of the actual costs of care — or, although hospitals billed welfare $3,934,972 for that per iod, hospitals recovered only $2,- 375,846, leaving an unpaid bal ance of $1,559,126. Costs Passed On “Hospitals are forced to recover such losses by passing them on to private, paying patients,” Swin dells pointed out. “Thus paying for hospitalization of welfare pa tients becomes a burden on that relatively small percentage of the state’s population already faced with the problem of paying hos pital bills of their own.
