In an appearance before the Ontario Chamber of Com merce last Friday, following the highway dedication ceremonies, Mrs. Maurine Neuberger praised the efforts to control billboard advertising on the new interstate highway. She pointed out that there was much opposition to this legislation and emphasized that the new national policy could be put into effect only by laws within each individual state. It was further noted by Mrs. Neuberger that accord ing to federal law, “States have only until July 1, 1961, to enter agreements with the Secretary of Commerce in order to come under the provisions of the national bill board control law.’’ She further explained that “States which agree to regulate billboards along the new inter state highway system will receive a federal bonus of one-half of pne percent of the cost of highway construc tion.” Another quote of Mrs. Neuberger’s was, “America’s taxpayers, who are footing the bill for our new federal highway system, are entitled to have their investment protected and to enjoy an uncluttered view of the coun tryside without the ever present intrusion of billboards.” We have no fuss with those who are circulating the petitions to control this advertising by the outdoor bill board industry but we thoroughly dislike the “BLACK MAIL” feature of the law giving the Vi percent reward for states who control it. If this highway system is built primarily for military purposes and is to be financed by federal funds, then the laws controlling the construction should be the same through all the states. If control is good it should be in all the states. And why should any of these highway funds be used to buy votes to control lining these high ways with billboards? This bill, sponsored by the late U. S. Senator Neu berger, was passed by the same congress that approp riated a few hundred thousand dollars to make a study of juvenile delinquency. This report has just been released and gave absolute ly no information that was not already available. It showed a vast increase in crimes by juvenile delinquents —a much faster increase than the rate of population growth. It also noted that there was a lack of trained personnel familiar with handling this type of problem. If the congress should learn that crime, based on population, had reached an all-time high, while church membership had also reached a similar peak, we feel sure they would appropriate a few hundred thousand to make a study of this anomaly. It is time we made a study of what our lawmakers plan for us and not what they plan for themselves It is not sufficient that they are willing to help the potato growers, the beet growers, or the grain growers. They must be for the welfare of all the people and we don’t mean economically. We must not sell our votes for a “mess of pottage.” . Back to the Classroom Let’s do some arithmetic. Advocates of federal aid to education say we need $975 million in federal funds to build new schools in the next three years. They have a bill in congress to approp riate the money, at $325 million per year. The House Education and Labor committee, which studied the bill and reported on it, placed the yearly need for new classrooms at 52,700 for 19o0-64, and fewer there after. If federal funds are needed to build these class rooms, it would seem that local sources are not able to construct them at the desired rate of 52,700 a year Yet the fact is that over the last 10 years—without any fed eral aid—the construction rate has averaged 59,400 class rooms a year. Since 1955, the average has been 66,900 Under the congressional bill, 42 percent of the federal tax money would go to just seven states. Far from being the seven “neediest” states, these are seven of the richest —New York, California, Pennsylvania. Texas, Ohio, Illi nois and Michigan.
