Is the Proposed Dog-Leash Law Merely an Appeasem ent Measure? Nyssa voters will have an opportunity to decide at the general election Nov. 4 w hether or not the city shall have a dog-leash ordinance. A lthough the council has had its first reading of the proposed ordinance, no pro visions have been made for enforcem ent of such a law. At least three councilmen have proposed th at the question on the ballot contain a special levy to finance the project. It is possible that such a provision will be incorporated before final reading and passage of the ordinance, subject to voter approval. Cost of enforcem ent has been estim ated at no less than $4000 a year, and as much as $6000, to properly carry out all provisions. As a dog ow ner, the w riter is in favor of the leash law providing it can and will be enforced. We take an extrem ely dim view of “ju st another ordinance” and strenuously object to a rem ark implying the 179 peti tion signers will be satisfied and means of enforcem ent are secondary. Such an attitu d e is much like our present licensing ordinance. Most of those people who have pets pay their fees im m ediately w hen due and they exert every effort to keep them at home and prevent them from interfering w ith neighbors and their property. A two or three w eeks’ “d riv e” is staged annually to pick up stray and unw ant ed dogs as well as those whose ow ners care not how they fare or whose property they destroy and gloat about “escaping” the license charge. For the rem ainder of the year, stray dogs roam the streets and yards at will. Nyssans should rem em ber th at O ntario passed a sim ilar ordinance and was unable to enforce it because of lack of funds. When the request for money was made at the prim ary election to enforce th e law, O ntario voters rejected the proposal—so, our neighboring city has the law, but nothing is being done about it. Each person’s views on how he w ill vote on the pro posal should be his own, hut those voting “yes" should jy all m eans help insist th a t the law is enforced down to the last w hereas and thereto.
