The City Has a Big Obligation A front-page news story released this week by the city tells of excessive water usage and dangers of a shortage if the excessive use continues. Nyssa has been going through this “scare” period for several years—before and after its citizens approved construction of a $183,000 water system three years ago. When the new Ranney collector and pumping system were installed, facts were made clear that Nyssa had a problem unlike that of most other cities primarily be cause the domestic source must supply water for irri gation. The public was made well aware of these facts and so was the entire city administration, but both apparent ly have forgotten the innumerable obligations involved. One fact made clear in 1955 was that 42 percent of the water pumped during peak irrigation seasons went for domestic purposes and 58 percent was used for irri gation and for air conditioning. The water system is supplying enough water even at peak loads to take care of Nyssa’s needs if the popula tion were 3,085—just as was promised by the engineering firm making an intensive study of the problem. There fore, the unexpected probably has happened—an abnor mally large number of additional air conditioning sys tems have been installed and a minority of the popula tion has become more careless of irrigation wastage this summer. It is obvious that a minority is causing a big problem for the majority. Contrary to many sidewalk experts, Nyssans were never promised an “unlimited supply of water if thev approved the $183,000 bond issue” back in 1955. The records are clear that the new water system “would not solve all the problems” unless some regula tions were adopted and some common sense used. A new car, regardless of its price, w ill not operate efficiently and economically without some care on the part of its owner. We believe a vast majority of Nyssa water users are fulfilling their obligation in attempting not to waste water, but it is probable that the city is not fulfilling its obligation in regulating that small minority that is caus ing the so-called current shortage. There is no ordinance about irrigating hours and there has been no effort to control the tremendous wastage through air-conditioning systems. We were informed two years ago that there is an ordinance prohibiting dumping of waste water into the sewer system, which also is a problem, but only feeble efforts are made to enforce the city law.
