The Owyhee Riding club is sponsoring the rodeo this year because of their eagerness to see the annual event con tinued. Last year, Lynn Snodgrass, who is general m anager this year, staged the show by himself. He found, though, th at he had 100 percent cooperation from a com m unity th a t lagged in getting it started , but tu rn ed out w hole heartedly for support and assistance. D uring the daytim e Friday and Saturday, as well as T hursday, Nyssa m erchants are offering the public Rodeo Specials th a t mean m erchandise prioes cut to rock bottom to r the benefit of the public. More than 45 Nyssa firm s are cooperating in this event which is evidence of the m anner in which this com m unity goes all out for anything it wishes to put over. Let ’er buck, Nyssa. Pressure Groups Fear The "Federal'' Plan (M alheur E nterprise) The Oregon F arm er Union, m outhpiece for the left- w ing F arm er Union in this state, is outraged because the Oregon S tate G range at its recent convention voted in favor of the “federal" plan of legislative reapportion m ent, a proposal which would do aw ay w ith the current inequality of representation, by which both senators and representatives are elected on a population basis, and would in stitu te a system based on the United States federal plan. The F arm er Union would p refer to see the prepond erance of legislative power rest w ith the highly urban areas of the state because it m akes for easier m anipula t i o n of the legislature by highly-organized pressure groups . . . groups exactly like the F arm er Union. Ask anv representative at Salem who it is that has the greatest freedom of personal judgem ent, the representa tives of ru ral areas, or those from highly populated areas? He w ill tell you w ithout hesitation that the political pres sure groups exerted on M ultnom ah county law m akers, for instance, would quickly lead to much capricious, ir responsible legislation w ere it not for the stability given the assem bly by its rural contingent. “U nder the mis-nam ed ‘federal’ plan, each county would elect one senator," cries the Oregon F arm er Union. "M ultnom ah county w ith a population of 471,000 would elect one senator—the sam e as little Sherm an w ith a population of 2,271. The 4,783 people in M orrow county would have the sam e voice in the Senate as the 101,000 people in M arion county. This, of course is an absurdity in any system of governm ent which purports to be a dem ocracy.” "A bsurdity" or not, this is exactly the system the U nit ed States have found soundly adaptable to the dem ocratic form of governm ent, and it adds nothing to the Farm er Union argum ent to plead th at th e states are “sovereign u nits” w hile the counties are only creations of the state. The argum ent is silly, for the analogy of the counties and states in comparison to the states and the United S tates federal governm ent is a political reality.
