New Taxes Or Less Spending Oregon’s legislators have had literally dozens of pro posals for new tax sources as a whole or partial means of solving the state's financial dilemma. Suggestions range from ridiculous to partially feasible, but the gen eral attitude seems to be that residents of Oregon want to have their cake and eat it too. According to reports from areas west of the Cascades, the state faces the possibility of a $67 million deficit for the ensuing biennium. Just why the news was announ ced in a surprised tone immediately after a meeting of the interim committee a few weeks ago is not known, but reports are that requests for funds now total $225 million with only $156 million in revenue in sight, in cluding an $8 million surplus There are two favorites for new sources of revenue: a 6-mill state advalorum tax and a 3 percent sales tax. The former would raise only $20 million and the latter would raise $60 million. A sales tax would last about 10 days, or just long tough to get a few thousand signatures on initiative ?titions as the voters of the state have done five times the past. Petitions would be plentiful in Eastern Ore- in and signers here would rally to the cause to help ksure defeat of such a measure.’ lit seems that the idea never occurred to some of the ute officials—and a large part of the general public— it spending more than was taken in would leave a ficit. Few if any of those attempting to solve the pro- |m with proposals for new revenue have suggested It Oregon might try to cut expenses instead of casting )ut for new sources of revenue. Recording to reports, there are many farmers and 111 business men who have experimented with such Ian and found that it works. Individuals in both of le groups have on numerous occasions found them- ?s*with more expenses than revenue and have solved iroblem by cutting their overhead until new sources kcome could be found. ir instance, how many people know how much of Hr tax money is going for public payrolls right here A \ Malheur county? It might be considered that Malheur county has about 1.5 percent of the entire state's popu lation, so the statewide payroll would amount to a tre mendous sum if the state’s ratio could be based on this county. Do the people of Oregon want this huge payroll, ex pecting that the money will be returned bv virtue of the fact that in theory it is spent locally? Do the people want all the services they have voted for and have asked their legislators to enact when they go to Salem 0 Do they want to have hundreds of fancy frills and ex pensive brochures that state bureaus issue regularly to glorify office holders, yet fail to issue a word of protest until they have to pay the bill? Do they want more and more state funds in the hope that they will “reduce" local taxes? If the people of Oregon want all these things and many more they will have to pay for them. Higher property taxes as proposed will not solve the deficit problem and w ill add to the burden of the pro perty tax payers. A sales tax, untruthfully ballyhooed as a means to “hit everybody" is a drag on retail business and would bring economic hardship for all business in border counties like Malheur. Higher income taxes, an other proposal, would hit the working man and business man alike, for it means higher salaries to replace the extra cost and in turn some cutbacks in the number of employees.
