At first brush, that state ment may sound unreasonable and silly, but consider ation will show that the legislative body in Washington is so unwieldly, there can be very little efficiency. With such a great divergence of opinions among such a great number of men, unreasonable power must be granted to the president and agencies of the executive branch in order to get any action that can be even re motely symtomatic of efficiency and effectiveness. One senator and two congressmen from each state would be sufficient to give the people adequate repre sentation. The reason some people want more repre sentatives is to gain district advantages, which, in many cases are uneconomical and impractical, but the wel fare of the nation means but little to those who think only of small districts. A small number of representatives would give less attention to small areas, but that would be to the ad vantage of the nation. We have all heard the expression "Well, I don’t believe in this paternalistic stuff, but the money is going to be spent so we might as well get our share". We usually send intelligent individuals to the national congress, but some of the legislation indicates that not much intelligence is exerted in its behalf. Our bureaucratic system, which is terribly unwieldly and expensive, would not be so large if we had a smaller congress that could function efficiently. The congress is giving greater power to the president because it is becoming a grotesque hodgepodge of factions that are unable to intelligently agree upon a comprehensive pro gram of national improvement and defense and because of the great responsibility cast upon the president, he is forced to delegate more and more power and author ity to the bureaucrats who operate under him. This vicious cycle will probably not be concluded until the size of the congress is reduced and our congressmen and senators sincerely undertake to work for the welfare of the entire nation and assume the responsibility that is rightfully theirs.
