OUR COUNTY AND CITY BUDGET 8 the voters of the county and O N city November of Nyssa will decide on issues in volving financing of the county and city gov ernments. On the matter of county finances, the county budget committee has recommended to the county court an increased tax levy, over that al lowed by the notorious “six per cent limitation law.” There may be some hesitancy on the part of a few voters on voting favorably on this par ticular measure, due to the tangle that our road bonds are in. This is unfortunate, but we as voters should not make the matter worse, by voting in the negative on the increase in the tax levy. This in crease in the cost of our county government can be traced directlv to the mandatory per capita tax for school children requirements—don’t for get that last year saw a fifty per cent increase in the school student population of the county this alone should recommend to every sound thinking person in the county the necessity of voting this special levy of $56,000. But to add to the already heavy burden put on the county by this school problem, there is that of the un precedented number that is expected to be on the relief rolls this winter, the dependent chil dren, and the aged people, the ones who have in the past done their share, as pioneers, in help ing in the development of this great county of ours. Whatever our views may be regarding the county court, we cannot escape the fact that this increase was recommended by a committee of men in our communities who are capable business men, men who by their presence in the county have done much to bring it to the present state, where we may all be proud of it—these are the men who have recommended to us as voters, the advisibility of voting this increase, favorably. The Nyssa city government faces a like situa tion, a limiation law which makes it mandatory to go to the people to ask for an increase greater thsm that allowed by this law In the city’s case, all that can be raised over last year’s budget is $442! That amount would not begin to pay for the price of the water pipe laid last year, in any one of the numerous sections of the city that are now receiving water to their houses. We are a rapidly growing city—numerous demands will be made upon our city government for the bar est of modern improvements, extension of water mains, sidewalks, and so on without num ber. This special levy cannot of course be used for these things—but by voting in favor of it, we liberate other money’s that can be used for these necessities. Both the county and the city will face the same proposition that the Nyssa school district now faces, after the voting (iown of the special levy last Saturday, which will amount to paying six per cent on outstanding warrants, instead of a very nominal increase in our taxes—in fact, we have been advised that, in Nyssa at least, this increased tax levy will be hardly noticeable, due to the new property that will be on the 1939 tar roll. All of which is intended to make you, Mr. and Mrs. Reader, do some thinking about this sub- ect, on your own part. It is not our intention i lere, to try to influence you—simply to give you a few facts as they appear to us. But PLEASE GET OUT AND VOTE—AND DON’T FOR GET TO SEE THAT YOUR NEIGHBOR VOTES TOO! 1 -sf.gr Smooth KING GEORGE I read your article in last week's paper stating that the Portland Chamber of Commerce was in fa vor of the completion of the I. O. N. I cannot understand why the im pression should be left with the people of this vicinity that they are at all sincere in this statement. Portland has done all in its power through the highway commission to stall the completion of this pro ject. and they have been very suc cessful in their dilatory tactics. Best evidence of this is the fact that the project is still incomplete. Eastern Oregon was advertised and designated as a "good will" tour, but I wonder, and I am not alone. If a bit of analysis would not reveal ulterior motives in the sup posed "good will" tour. I am confi dent that the people in Malheur county recognize and consider the excursion as nothing more than a bit of political strategy to extract the teeth from Mr. Hess' resolve to pledge his efforts towards the im mediate completion of the I. O N. It is strange that a delegation should be marched’ into Eastern Oregon shortly prior to the election with the paradoxical banner of "complete the I. O. N.” They have always been opposed to this mea sure. and now that an Eastern Ore gon candidate for governor utilizes his sincere Interest to put himself favorably before the people of Eas tern Oregon, the opposition camp assert a stand which they have al ways heretofore censued and bit terly opposed.
